The County of Orange ("County") is seeking a qualified Development Team through this Request for Proposals ("RFP") to enter into a public-private partnership ("P3") for the redevelopment of approximately 9.3 acres of County-owned property at 1725 West 17th Street, Santa Ana ("Property"). The County seeks to enter into an Option and long-term Ground Lease with the successful Proposer for planning, designing, entitling, financing, constructing, and operating a mixed-use development with a mandatory residential component. The Property currently houses the Orange County Health Care Agency ("HCA") Clinic, which will be relocating to a new site in Santa Ana by Q2 of 2026, independent of this RFP. The successful Proposer will be responsible for demolishing the HCA Clinic structures and infrastructure to make way for the new development after HCA Clinic operations have been relocated All materials and documents received by County in response to this RFP shall become the property of the County and will not be returned to the Proposer. Regardless of the Proposer selected, the County reserves the right to use as permitted by law any and all information contained in such materials and documents.
