Renovation of a military facility in Camp Lejeune, North Carolina. Completed plans call for the renovation of a military facility.
Only M&R MACC Contractors listed on the General Requirements cover page may submit a proposal for this ROICC Camp Lejeune area of responsibility project. See attached documents for scope of work and any applicable drawings. The facility/activity will remain in operation during the entire construction period. The Contractor shall conduct his operations so as to cause the least possible interference with normal operations of the facility/activity. The furniture and other objects in the room are to be moved by the contractor. Title: Building FC500 paint and Flooring Repairs Contract Completion Date: 240 days after award Estimated Cost Range: Between $500,000 and $1,000,000 Wage Determination: General Decision Number: NC20250010 01/03/2025 Liquidated Damages: $880 per Calendar Day Notes: One person may fill the roles of Superintendent, Quality Control Manager, and Safety and Health Officer, if duly qualified for all three positions as defined in the project specification. Special Scheduling: The facility/activity will remain in operation during the entire construction period. The Contractor shall conduct his operations so as to cause the least possible interference with normal operations of the facility/activity. The furniture and other objects in the room are to be moved by the contractor. Basis for Award: Lowest Price Proposal Acceptance Period: 60 days from receipt of offers Site Visit: Site visit scheduled for June 3, 2025 at 0900. Contractors shall meet at building FC500 Entrance. The contractor shall provide all material, labor, equipment and supervision required to accomplish the following: Paint all previously paint interior and exterior surfaces. Remove and replace all existing interior flooring. Pressure-wash all existing exterior surfaces of the building. Paint approximately 44,182 sqft of interior walls, replace approx. 9,357 sqft of LVT, replace 18,266 sqft. of carpet, replace 3,084 ft. of vinyl cove base, refinish 90 doors, and pressure wash 28,637 sqft of exterior walls. ALL MEASUREMENTS ARE APPROXIMATE AND MUST BE FIELD VERIFIED BY CONTRACTOR. This scope of work is to be accomplished at Building FC500. - Camp Lejeune, North Carolina. The contractor shall repair, prime, and paint interior walls, doors, and trim throughout the building. Pressure wash entire exterior. Remove carpet and tile in entire building and replace with LVT and carpet as listed in the specification section below. This will include replacing all flooring cove base and flooring transition strips for those said areas. Painting Repair all cracks, holes, and damaged surfaces to provide a solid foundation for painting. If there are significant repairs needed, it shall be noted below. Clean and treat mold and mildew areas for finish coating application. This will require pressure washing to remove the mold and mildew complete. Apply interior finish surfacing compound as appropriate to any damaged surfaces to match surrounding finishes. All finish colors shall match as close as possible the existing colors unless otherwise noted in the project area description section. Replace any loose, damaged, or missing caulking and glazing compound on windows, doors and other surfaces on the interior.All repaired surfaces will be primed with (2) coats of latex KILZ 2 or equivalent unless otherwise noted in the project area description section. All new protective coatings must be applied in accordance with manufactures recommendations to insure proper adhesion of the finish coatings. This shall include priming of all previously painted surfaces if required to insure adhesion of the new finish coating. All metal surfaces or painted metal surfaces shall have (1) coat of DTM Finish Primer or equivalent and (2) coats of latex direct to metal semi-gloss finish paint applied unless otherwise noted in the project area description section. Factory finished surfaces on metal shall be considered a previously painted surface. All interior wall surfaces shall have (2) coats of eggshell / satin finish latex paint applied unless otherwise noted in the project area description section. All ceiling surfaces areas shall have (2) coats of a high gloss coating applied to provide maximum illumination of the building areas unless otherwise noted in the project area description section. All wood trim and doors shall have (2) coats of semi-gloss latex finish paint applied unless otherwise noted in the project area description section. All wood trim with natural finishes shall be sanded for a smooth finish appearance and (2) coats of polyurethane finish coat shall be applied areas unless otherwise noted in the project area description section. Apply (1) coat of KILZ 2 or equivalent primer sealer and (2) coats of mildew resistant latex semi-gloss finish paint to all previously painted surfaces in the bathroom/shower areas unless otherwise noted in the project area description section. Due to inadequate adhesion of previously painted finishes additional scrapping and preparation shall be required for all wood, masonry and metal surfaces. This area will require priming before painting. Cover all furniture, possessions, and building components as required protecting them from damage during accomplishment of interior and exterior painting. Remove and reinstall all electrical/data switch and receptacle covers, to insure all previously painted surfaces are repainted. Paint over existing painted stenciled signage and replace with newly painted stenciled signage with the same lettering or numbering. Stick on signage will not be acceptable. Repaint all exposed piping and piping insulation. Stencil proper markings on piping after final coat(s) are applied. Stick on signage will not be acceptable. Clean all over-spray, drips, splatters and spills resulting from accomplishing this project from all surfaces as appropriate. No glass surfaces are to be painted unless otherwise noted in the project area description area. Special scheduling shall be required on the building listed below. The furniture and other objects in the room are to be moved by the contractor. Remove all baseboards and repair walls if damage occurs during removal of such. The project site shall be swept clean and made free of all obstructions, and shall be free of all food items, organic materials and other products stored at or near the project site to prevent any contamination or spoilage that may occur. The substrate must be dry and free of all wax, grease, oils, fats, soil, loose or foreign materials and laitance. Laitance and un-bonded cement particles must be removed by mechanical methods, i.e., abrasive blasting or scarifying. Other contaminants may be removed by scrubbing with a heavy-duty industrial detergent (Stonkleen DG9 or equivalent) and rinsing with clean water. The surface must show open pores throughout and have a sandpaper texture. aa. The contractor will be responsible for moving all furniture and any other objects that would be in the way of this project. All items shall be returned in the same location as found upon completion of the project. The point of contact shall be notified prior to moving anything in the buildings. Interior Flooring Repairs Contractor shall replace any threshold between carpet and VCT as needed. Existing carpet should be removed and replaced to manufactures specifications. Replace all vinyl cove base throughout the building. Concrete sealer should be installed prior to installation of any flooring. Bond Requirements: Bid bonds are required based on the dollar values listed below. An electronic copy of your bid bond may be submitted with your proposal. Failure to submit a required bid bond by the deadline will result in your proposal being removed from consideration. Utilize the bond formats at FAR 53.300. Payment and/or performance bond(s) will be requested at the time of award per the current process. o No bonds are required for proposals less than $40K. o Proposals valued at $40K and greater will require a payment bond only. Proposals valued at $150K and greater will require a bid bond, a payment bond, and a performance bond.
