Site work and paving for a mixed-use development in Worcester, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
**As of July 10,2025, the project was awarded to Heidelberg Materials Northeast LLC, with an awarded amount of $1,029,395.60.** The Base Contract will generally include the full-width milland overlay of ten Townshiproadways (54,012 SY/5,252TON). The Base Contract willalso include 910 LF of concretecurb replacements, 4,240 SFof concrete sidewalk replacements, 272 SF of detectablewarning surface (44 HCR's),104 SY of pavement repair,211 SY of roadway widening, 482 TON leveling/scratchcourse, the replacement of 2EA traffic signal loops and thereplacement of all pavementmarkings. Alternate/Add-On No. 1 willgenerally include the fullwidth mill and overlay ofthree roadways (5,796 SY/555TON). Alternate/Add-On No. 1will also include 100 LF of concrete curb replacements, 480SF of sidewalk replacements,48 SF of detectable warningsurface (6 HCR's) and 45 TONleveling/scratch course. Attachment #1 of PennDOTProposal and Contract MS944 (Pages 3A-1 and 3A-2),the "Summary of EstimatedQuantities" (Pages 3B-1 to3B-3) and the "HandicapRamp Quantities and Locations" (Pages 3C-1 and 3C-2)contained in the Proposal andContract Section of the Contract Documents, providesthe quantities for each roadway. The "Instructions to Bidders" section describes thebidding requirements underthis Contract. All work and materials shall bein accordance with PennDOTStandards and Specifications. All bidders on this projectmust be pre-qualified bythe Pennsylvania Department of Transportation as a"Prime Contractor" in accordance with Section 102.01 ofPennDOT Specifications Publication 408, latest edition. This project is subject to theterms and conditions of thePennsylvania Prevailing WageAct, as determined by theSecretary of Labor and Industry and, therefore, must bebid as such. The project is subject to theterms of the Public Works Employment Verification Act (Act127 of 2012). Completed andsigned "Public Works Employment Verification Form" isrequired as a precondition tothe award of the Contract andis to be submitted as part ofthe submission of bid. Proposals must beaccompanied by a certifiedcheck or bid bond in theamount of 10% of the total bidamount for the work detailedin Attachment 1, including allAlternate/Add-On items. The successful bidder willbe required to furnish separate bonds with corporatesurety issued by companiesauthorized to do business inthe Commonwealth of Pennsylvania on the prescribedforms dated the date of theContract, or separate Federalor Commonwealth charteredlending institution irrevocable letters of credit in a formaccepted and approved bythe Township, each equal toone hundred percent (100%)of the Contract amount, tosecure (a) the faithful performance and maintenanceof the Contract; and (b) theprompt payment of materialsand labor. Bids must be accompaniedby an executed Non-CollusionAffidavit and Public WorksVerification Form as set forthin the Contract Documents.Failure to submit an Affidavitwith the bid proposal may result in disqualification of thebid. Award of Contract: if a contract is awarded, it will be tothe lowest responsible bidder,as described in the Instructions to Bidders' Section ofthe Contract Documents, butthe Township reserves theunqualified right to reject anyor all bids and to waive anyinformalities. The Township also reservesthe right to delete any "item"or portion of an "item" contained in the Contract at itsdiscretion, once bids are received. Prior to awarding the Contract, bids may be held by theTownship for a period not toexceed thirty (30) days fromthe date of the bid openingfor the purpose of reviewingthe bids and investigating thequalifications of bidders. During this period, no bid may bewithdrawn. The bidder who is awardedthe Contract may be requiredto pay "PennBid" a nominalfee. Bidders are advised torefer to the PennBid site forthe amount of that fee. Worcester Township reservesthe right to reject any or all proposals. The Base Contract will generally include work along the following roadways (or portions): Crestline Drive, Hillside Circle, Long Meadow Road, Preble Circle, Quail Run, Stony Creek Road, Beyer Road, Overhill Road, E. Mount Kirk Avenue. Alternate/Add-On No. 1 will generally include work along the following roadways (or portions): Creekside Drive, Pondview Drive and Spring Creek Road. Replies will be issued by addenda mailed or delivered to all parties recorded by the Township as having received the bidding documents. Questions received less than five working days prior to the date for opening of the bids will not be answered.
