Site work and paving for a mixed-use development in Ontario, California. Completed plans call for site work for a transportation facility; for paving for a transportation facility; and water / sewer project.

**As of July 17,2025, this project has not yet been awarded. A timeline for the award has not yet been established.** Question Submission Deadline: June 13, 2025, 2:00pm The Taxiway S (East) Reconstruction project will remove and replace the Taxiway Sierra (S) pavement from the Cucamonga Channel along Taxiway S in the east direction to Taxiway Whiskey (W). Associated pavement markings and electrical modifications to taxiway lighting are also included. Though the existing storm drainage and conveyance system is to remain, stormwater quality treatment features are also included within this project due to the California Stormwater Pollution Prevention Plan. The project is delivered via the design-bid-build delivery method and due to the FAA funding and Advisory Circular guidance requirements, the project is released for bid with a base bid and two alternate bids. The bids include: The Proposed Project would reconstruct existing Portland Cement Concrete (PCC) panels and Asphalt Concrete (AC) shoulders on Taxiway S, east of the Cucamonga Channel, within the airfield. Based on assessed pavement conditions, approximately 51,000 square yards of select PCC panels of Taxiway S would be demolished and replaced, and approximately 50,000 square yards of AC shoulder pavement would be demolished and replaced in-kind. The Proposed Project would include paving, grading, crack and spall repair, joint sealing, paint marking, centerline and shoulder lighting repair and replacement, and stabilization of the pavement subgrade where required. Base Bid - Covers all taxiway full strength pavement area with 40-ft wide shoulders. The existing shoulder is 50-ft wide; however, FAA AC does not permit funding of 50-ft wide shoulder. Bid Alternate I - The intent is to replace the existing shoulder width of 50-ft, the outboard 10-ft excess from the FAA-required 40-ft will be replaced as a bid alternate. This will be offered as an additive/bid alternate so that AIP funds will not be used for the bid alternate. The base bid will require removal of the asphalt concrete surface in this area. If the bid alternate is selected, the contractor shall place back an AC surface course. If the bid alternate is not selected, the contractor shall place existing soil on top of the existing base course after milling off existing AC. Bid Alternate II - The original scope included only to address the electrical work within the footprint of the Sierra project area. However, as the design progressed, the airport operations and the airport PMT agreed that it is prudent to include associated airfield electrical work to bring the airfield lighting in compliance with the newest FAA AC that included edge light replacement, base cans replacement etc. all four connectors north of Taxiway Sierra to Runway 8R-26L to be included as part of this project . The work under this bid alternate includes but is not limited to: - New Taxiway Edge lighting, cables, transformers and base cans for connecting taxiways north of S - Quebec (Q), Tango (T), Uniform (U) and W North of S - New Taxiway centerline Lighting and base cans for Taxiways Q, T, U and W North of S - Update Airfield Lighting (AFL) Circuiting as needed - Installing new elevated and in-pavement Runway Guard Lights - Replace airfield guidance signs The Small Business Element (SBE) is intended to facilitate competition and expand opportunities for small businesses. The OIAA is committed to taking all reasonable steps to eliminate obstacles to small businesses that may preclude their participation in procurements as proposers/contractors or subcontractors.
