The purpose of qualification is to qualify contractors prior to awarding subsequent contracts. It is open to all bidders with the expertise and interest to be part of a new list of qualified contractors to participate in future tenders or OTC contracts for the activities described in this notice. This Qualification Notice is also for contractors already qualified on SC-2022 but wishing to add, replace or remove resources from their list of project managers and technical representatives. This list, which entered into force on 1 January 2023 and is initially valid until 31 July 2025, is extended until 1 December 2025. The Minister may, at his or her discretion, terminate the validity of this list at any time prior to that date. Contractors on the current list of qualified contractors for complex work are not required to submit a new application if they have no changes to make. For the purposes of this qualification, a bridge is defined as a structure with a span of 4.5 metres or more. According to the spirit of this qualification, the qualified contractor may be awarded complex works contracts among the following: Construction of certain types of new bridges; Replacement of decks for certain types of existing bridges; Certain bridge repair or reinforcement work. In order to be considered complex construction work by the Minister, and thus to be reserved for qualified contractors, such work must include the construction of: Overpass bridges (over road or rail); Single span bridges, exceeding 40 metres in length; Multi-span bridges; Pre-stressed concrete deck bridges; Bridges with a bias of more than 35 degrees; Non-current bridges, including: cable-operated, arc, triangular beam, box beam, crutch, curved, mobile and road tunnels; Bridges using accelerated construction technique (ABC), including: prefabricated slab panels, prefabricated deck systems and lateral sliding of decks. Culverts and steel-wood bridges (steel beams and wooden decks) are not considered complex work. In order to be considered as complex repair work by the Minister, and thus be reserved for qualified contractors, such work shall include the following repair work: Bridge reinforcement with pre-stressing cables; Bridge reinforcement using bonded composite materials; Replacement of the slab on a bridge beam in more than two phases of work, excluding the connecting phases (less than 2 m wide); Reconstruction of the outer sides of a thick slab or reinforced concrete gantry bridge; Replacement of cable ties or cables for cable bridges; Repair to walls or the vault of a road tunnel.
