Richard Downing Airport AMLER reclamation project is located on a pre-law coal mine site. Project site is located approximately 0.5 mile north of intersection of U.S. Route 36 with Airport Road on the east and west sides of Richard Downing Airport in Keene Township, Coshocton County, near Coshocton, OH. Purpose and intent of this project is to reclaim spoil piles and unreclaimed highwalls (4,350 linear feet) with associated impoundment(s)/hazardous water body(ies) to eliminate dangerous abandoned mine land features while also creating grass landing strip, commercial development area(s) and parking lot. Reclamation will involve backfilling highwalls and associated impoundment(s)/hazardous waterbody(ies) and grading out spoil. As part of the AMLER (economic development) aspect, work will also include creating airport property improvements. Abandoned mine land features are public health and safety concerns to airport staff, airport visitors, airport business' staff, utility company representatives and local public. Reclaiming these features and performing airport improvements will protect the public's health and safety and eliminate and prevent AML health and safety problems along with helping create future economic development for the airport authority. Reclamation scope of work involves: 1. Mobilization/Demobilization 2. Utility relocation coordination 3. Maintaining traffic including airport traffic 4. Construction of temporary and permanent access(es), drive(s), staging area(s) and parking lot 5. Clearing and grubbing of existing vegetation, including stacking firewood logs and chipping of vegetation for incorporation into backfill 6. Earthwork operations along with hauling material to other project locations, compacted backfill and sub grade compaction 10. Removal of existing culvert(s) 11. Natural stream, rock channel and plunge pool construction 12. Construction of permanent culvert(s) including installation of catch basin(s), headwall(s) and animal guard(s) 13.
