Such activities will be in accordance with Title 38 of the Louisiana Revised Statues. Each bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570. The Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insur-ance requirements. All Contractors bidding on this work shall comply with all provisions of the State Licensing Law for Contractors, LA RS 37:2150-2192, as amended, for all public contracts. It shall be the responsibility of the General or Prime Contractor to assure that all subcontractors comply with this law. Contractors must hold an active license issued in the classification of MUNICIPAL AND PUBLIC WORKS as defined by the Louisiana State Licensing Board for Contractors. Contractors must provide their license number when requesting plans, specifications and contract documents and place their license number on the face of the envelope containing their bid. No Bidders may withdraw his/her bid within Forty-Five (45) days after the actual date of the opening thereof. The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed. The successful bidder will be required to execute the Owner's Standard Form of Agreement/Contract for construc-tion together with the Performance and Payment Bond within ten (10) working days after award of contract. Any person with disabilities requiring special accommodations must contact the Owner no later than seven (7) days prior to bid opening. CDBG PROJECTS ONLY: THE SUCCESSFUL BIDDER MUST SUBMIT EXECUTED COPIES OF CERTIFICATION REGARDING EQUAL EMPLOYMENT OPPORTUNITY, SECTION 3 AND SEG-REGATED FACILITIES AND SECTION 3 PLAN WITH TABLES A & B. MINORITY OWNED FIRMS AND SMALL BUSINESSES ARE ENCOURAGED TO BID ON THIS PROJECT. The goal for Disadvantaged Business Enterprise participation is 12.32% of the dollar value of this contract. All bidders and proposers shall make good faith efforts to subcontract to the greatest extent feasible to small business concerns owned and controlled by socially and economically disadvantaged businesses. Bidders also have the option to submit bids electronically. To submit a bid electronically, bidders must register at online (2026-00000004). Bidders submitting bids electronically must obtain copies of Bidding Documents from the design professional as indicated elsewhere herein. Deposits on the first set of documents furnished bona fide prime bidders shall be fully refunded upon return of the documents no later than ten days after receipt of bids. On other sets of documents furnished to bidders, the deposit less the actual cost of reproduction, shall be refunded upon return of the documents no later than ten days after receipt of bids. A corporate resolution authorizing a representative of the corporation to sign the bid must accompany the bid, if the bidder is a corporation. SCOPE OF WORK A. The Contractor shall furnish all labor, materials, equipment, tools, services, supervision and incidentals required to complete the work as shown on the Drawings and specified herein. B. The Work includes, but is not necessarily limited to, demolition and disposal of existing Influent Pumps No. 1 & 2 and Effluent Pumps No. 1 & 2; and installation of new Influent Pumps 1 & 2 and Effluent Pumps 1 & 2. All associated electrical work shall be performed by Others. C. Any part or item of the Work which is reasonably implied or normally required to make each installation satisfactorily and completely operable shall be performed by the Contractor and the expense thereof shall be included in the applicable unit prices or lump sum prices bid for the various items of Work. It is the intent of the Contract Documents to provide the Owner with complete operable systems, subsystems, and other items of Work. All miscellaneous appurtenances and other items or Work that are incidental to meeting the intent of these Contract Documents shall be considered as having been included in the applicable unit prices or lump sum prices bid for the various items of Work even though these appurtenances and items may not be specifically called for in the Specifications or shown on the Drawings. D. The Contractor shall comply with all City, State, Federal and other codes which are applicable to the proposed work. WORK SEQUENCE A. Construct work in stages to accommodate the use of the premises during the construction period; coordinate the construction schedule and operations with the Engineer and other utility owners. B. Construct the work in stages to provide for public convenience. Do not close off public use of facilities without the consent of the Owner
