**As of July 17, 2025, the project is on hold. No definite date for the rebid.** The Hill Canyon Treatment Plant (HCTP) operates a biosolids dewatering system located within the facility's screw press building. As part of this process, dewatered biosolids are conveyed via mechanical equipment directly into trailer beds for offsite hauling or onsite drying. The existing conveyance system, which plays a critical role in the continuous handling and management of biosolids, requires removal and replacement of major parts and components to maintain operational reliability and efficiency. This project involves furnishing all labor, tools, and equipment necessary to remove and replace the existing belt and specified mechanical parts with a new, compatible, City-supplied rubberized 24 inch-wide belt and City-supplied compatible mechanical components. The work is expected to begin at 7:00 a.m. and be completed within approximately 12 hours on a single day. Service Provider may stage equipment and materials at the site one day prior to the scheduled work. A mandatory pre-bid job walk will be held for this project and attendance is required in order to submit a bid. A pre-construction meeting will also be scheduled prior to the project's start date. The City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 122,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five elected members through district-based elections, with one member serving as Mayor on an annual basis. HCTP is located at 9600 Santa Rosa Road, Camarillo, CA 93012. HCTP is a modern, advanced tertiary treatment facility serving the community of Thousand Oaks. HCTP is rated to treat up to 14-million gallons of wastewater per day and operates 24-hours per day, seven days per week, and must comply with a wide variety of operational and plant discharge permits. The treatment process consists of screening, grit removal, clarification, aeration with nutrient removal, secondary clarification, multi-media filtration and disinfection. The treated product consisting of high-quality effluent is beneficially reused further downstream for irrigation purposes. The positive results can be viewed along the Arroyo Conejo Creek. At the intersection of Santa Rosa Road and Hill Canyon Road, head south on Hill Canyon Road for approximately 2-miles down the access road. Question Submission Deadline:June 18, 2025, 3:00pm Service Provider shall provide all labor, tools, and equipment necessary to remove, replace, and vulcanize the new belt for the existing screw press conveyor, and remove and replace head and tail belt pulleys, shafts, block bearings, bushings, idlers, and associated hardware. The City will provide the conveyor belt and specified mechanical components. Service Provider shall be responsible for supplying any additional parts, materials, or products necessary to complete the work that are not explicitly provided by the City. The conveyor unit is located at the Hill Canyon Treatment Plant (9600 Santa Rosa Road, Camarillo, CA 93012). Services shall include, but are not limited to, the following tasks Pre-Bid Meeting (Mandatory)- At the intersection of Santa Rosa Road and Hill Canyon Road, head south on Hill Canyon Road for approximately 2-miles down the access road. Services shall include, but are not limited to, the following tasks: REMOVAL AND PREPARATION A. Inspect and prepare the work area to ensure proper installation conditions and safe working environment. B. Coordinate with City staff on the application of Lockout/Tagout (LOTO) procedures and isolate/barricade the area using caution tape and/or safety cones. C. Coordinate with City staff and remove the existing conveyor covers, gearbox-motor unit, tensioners, and adjust the take-up mechanism as needed. D. City staff will disconnect the electrical motor and belt motion detector, if necessary. MECHANICAL PARTS INSTALLATION A. Install City-supplied mechanical components, including but not limited to: 1. Head and tail pulleys (2 units) 2. Head and tail bushings (2 each) 3. Block bearings (4 each) 4. Idlers, return, 24-inch CEMA C, 4-inch diameter, rubber cushion (7 units) 5. Idler brackets (14 each) 6. RB 2-7/16 SS303 TG&P stainless steel shaft (1 each) 7. RB 1-15/16 CRS 1045 TG&P tail shaft (1 each) 8. Miscellaneous hardware B. Service Provider shall be responsible for furnishing any incidental materials or components not specifically provided by the City that may be required to complete the installation. C. Reinstall gearbox-motor unit, brackets, and tensioners. Install the City supplied 3-ply MOR 24-inches x 170-feet conveyor belt in accordance with industry standards and manufacturer specifications. VULCANIZING A. Perform belt vulcanizing services to ensure a seamless and secure connection. B. Verify belt alignment and tension to ensure proper operation.
