https://www.enr.com/articles/61299-fueling-the-future-of-aviation-projects-in-iowa Weitz Co. and Turner Construction are using the construction manager at-risk method to deliver a new airport terminal in Des Moines By Jeff Yoders Major airport construction projects have often proven difficult for contractors to deliver on time and on budget—especially when built through traditional design-bid-build. But sometimes they do get built on time and/or on budget. The Weitz Co. recently was part of the Clark-Weitz-Clarkson joint venture that delivered the 1.1-million-sq-ft single-terminal Kansas City International Airport project in 2023 on time for $1.5 billion. ----------------------------------------- The Authority would like to replace their current Public Address and Flight Information Display Systems. The PA System replacement will include new head-end equipment, software, amplifiers, ambient noise sensors, and microphones. Existing speakers and cabling will be re-used. The FIDS replacement will include new head-end software and tugman input devices. Existing monitors, LED Displays, DDCs, and peripherals will be re-used along with the associated network cabling. Both system head-end replacements will be coordinated with the Phase 1A New Terminal design to ensure a common system for both the PA and FIDS campus wide. Public Address System a. Replace existing Public System Head-end: Software, interfaces, controllers, and intelligent amplifiers utilizing the existing Airport's network. b. Existing Public Address Speakers and cabling shall be reused. c. Replace existing Microphone stations and reuse existing cablings. d. Replace Ambient Sensor Microphone and reuse existing cabling. 2. Flight Information Display System (FIDS) a. Replace existing FIDS Head-end: Software, interfaces, and replace any elements not compatible on the proposed system. System shall utilize the existing Airport's network. b. Existing Monitors, LED displays, and DDCs. Reuse existing network cabling. c. Replace existing Tug Input Devices and reuse existing cabling. This project shall be fully completed no later than 1 june 2026 Each Bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8, as security that the successful Bidder will enter into a Contract for the work bid upon and will furnish after the award of Contract corporate Surety Performance and Payment Bond(s), in a form acceptable to the Board, for the faithful performance of the Contract, in an amount equal to one hundred percent (100%) of the amount of the Contract. The Bidder's security shall be in the amount of ten (10%) percent of the Bid and shall be in the form of a cashier's check or a certified check drawn on an FDIC insured bank in Iowa or on an FDIC insured bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a Bid Bond on the form provided in the Contract Documents with corporate Surety satisfactory to the Board. The bid shall contain no condition except as provided in the specifications. Each successful Bidder will be required to furnish corporate Surety Bonds in an amount equal to one hundred percent (100%) of its Contract price. Said Bonds shall be issued by a responsible Surety approved by the Des Moines Airport Authority and shall guarantee the faithful performance of the Contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor, and protect and save harmless the Des Moines Airport Authority from claims and damages of any kind caused by the operations of the Contract and shall also guarantee the maintenance of the improvement caused by failures in materials and construction for a period of two (2) years from and after acceptance of the Contract. The Engineer's opinion of probable construction cost for the Work is between $1,525,626.00 to 1,864,654.00. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Des Moines Airport Authority reserves the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the Authority. Work on the improvements shall be commenced any time after a written Notice to Proceed is issued and shall be completed as stated below. The Notice to Proceed will be issued after the preconstruction conference, which is expected to occur on August 12, 2025.
