Site work, paving and new construction of a mixed-use development in Charleston, South Carolina. Working plans call for the construction of a two-story above grade military facility; and for site work for a military facility.

SPECIAL NOTICE: The U.S. Army Corps of Engineers (USACE) Louisville District intends to solicit proposals for the constructing of an Aeromedical Evacuation Squadron (AES) Training Building at Joint Base Charleston, SC. As part of the contract solicitation, the Government intends to include the following sole source requirements: Interior Finishes: The contract solicitation will include a brand name or equal requirement for finishes, such as paint, carpeting, and window coverings to complete or enhance the aesthetic experience of interior and exterior parts of a building. These finishes include colors, patterns, textures and textile designs. HVAC: The contract solicitation will include a sole-source brand requirement for Trane Heating, Ventilation, and Air Conditioning (HVAC) equipment in the construction of new facilities at Joint Base Charleston. The agency head has determined in accordance with the agency's standardization program that only specified makes and models of technical equipment and parts will satisfy the agency's needs for additional units or replacement items. Fire Alarm Panel/Transmitter: The contract solicitation will include a sole-source brand requirement for Monaco BT-XM radio transmitter which is the only transmitter that will communicate with the systems at JB Charleston and is the only transmitter that is compatible with the current JB Charleston infrastructure. Design-bid-build construction of a new 23,701-square-foot Aeromedical Evacuation Squadron Training Building to support the 315th Airlift Wing. The facility will be constructed in accordance with AFRC Handbook 32-1001 Standard Facility Requirements (18 October 2023) and the user-requested program of spaces. The building will provide a large open administrative area with supporting spaces including conference and break rooms, private offices, teaming areas, a lactation room, restrooms with lockers, classrooms and training rooms, an auditorium, and required mechanical and electrical support spaces. Construction features include deep pile foundations, concrete slab-on-grade, brick veneer exterior, reinforced masonry walls, structural steel framing, standing seam metal roofing, and installation of an elevator. Building systems will include exterior lighting, electrical distribution, fire detection and fire protection systems, mass notification, and communications infrastructure. Site work includes access improvements, parking areas, sidewalks, and storm water management systems. The project also includes all required utilities, controls, supporting facilities, and incidental work necessary to deliver a complete, functional, and usable training facility. The contract duration is anticipated to be 730 calendar days from issuance of the Administrative Notice to Proceed. The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
