This project consists of the design and construction of critical infrastructure improvements at the Carbon Canyon Booster Pump Station No. 2 site located approximately 0.3 miles east of the Chino Hills State Park entrance along Carbon Canyon Road (State Route 142). The scope of work includes, but is not limited to, the following key elements: construction of a fire-resistant building enclosure; replacement of two existing vertical turbine water pumps and associated motors; installation of heavy-duty equipment access hatches, a City-furnished 175-kW diesel engine-driven emergency backup generator, a 400-amp electrical distribution panel, motor control center (MCC), a 400-amp utility meter cabinet, disconnect switch, a complete HVAC system and integrated building systems infrastructure; removal and reconfiguration of the existing perimeter fence to accommodate the new facility layout. City of Brea is initiating a two-step, design-build procurement process for the Carbon Canyon Booster Pump Station No. 2 Improvements Project (Project). Step 1 of this process is a mandatory pre-qualification of Design-Build Entities (DBEs). All DBEs seeking to submit a proposal for the Project must submit a fully completed statement of qualifications (SOQ) consisting of the pre-qualification questionnaire, the scorable questions, and all requested documentation. Respondents that satisfy the pre-qualification criteria will be approved by the City for inclusion on the final list of qualified DBEs eligible to participate in Step 2 of the process, the Request for Proposals (RFP) process. Proposals will not be accepted from any DBE that has not successfully completed the pre-qualification process. Contractor's License: In accordance with the provisions of Section 3300 of the California Public Contract Code, the City of Brea has determined that the Contractor shall possess a valid California Contractor's License in the appropriate classification. For this project, an "A" or "B" license shall be required. The City of Brea reserves the right to waive minor irregularities and omissions in the information contained in the SOQ submitted, to make all final determinations, and to determine at any time that the pre-qualification procedures will not be applied to a specific future public works project. The City of Brea reserves the right to cancel this project and/or to not award a contract, at any time, without notice.
