Western Water already has a successful SCADA network topology system operating at the WRCRWA treatment plant. This project is based on designing a SCADA network topology where all of the existing RTU devices at the WWRF treatment plant can transmit field data to a primary PLC and a secondary PLC. Below are some of the key issues for this project: a. Evaluate the feasibility of retrofitting existing RTU panels at WWRF to match the configuration and layout of WRCRWA's RTU panels. If retrofitting is not viable, design recommendations shall include new RTU panel replacement. b. Design and integrate a primary and secondary programmable logic controller (PLC) to receive data from all RTUs across the facility. This dual-PLC setup is required to establish a redundant control and data acquisition architecture. c. Design and implement a fiber optic network connecting each treatment process building's RTU to both primary and secondary PLCs to support a fully redundant RTU and SCADA network topology. d. Implement Western's latest SCADA programming standards and software platform at WWRF to ensure consistency, maintainability, and alignment with current operational practices. e. Assess and design relocation and rewiring of the exciting PLC panel in the WWRF Operations building to the current server room using the existing server rack, with consideration for electrical and conduit modifications.
