Site work, paving and renovation of a mixed-use development in San Antonio, Texas. Completed plans call for the renovation of a 14,366-square-foot medical facility; municipal facility; for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

The City of San Antonio (City), Public Works Department (PWD), is issuing a Request for Competitive Sealed Proposals (RFCSP) for qualified firms (Respondents) to provide construction services for the Animal Care Services Veterinary Hospital (Project). The Project consists of the construction of a new 14,500 square feet (sf) state-of-the-art veterinary hospital and renovation of the existing 3,000 square feet veterinary clinic. The facility will include surgical suites, treatment wings, animal holding rooms, exam rooms, administrative offices, and various support spaces. The steel-framed structure will feature modern construction materials, energy-efficient glazing, and extensive mechanical, electrical, and plumbing systems, including a dedicated outside air system, emergency generator, and a building automation system. Site improvements include paving, utility upgrades, storm drainage modifications, and new fire and sanitary connections. Additional alternates include canopies for parking, surgical drop-off, field operations intake, and a physical connector between the new and existing clinics. Additionally, additive alternates are also being proposed. Calendar Days: Respondent understands and agrees that this is a 667-calendar day contract. Final Completion Substantial Completion 30 Calendar Days $600.00 per day Each Proposal must be accompanied by an original Proposal Guarantee issued by a corporate surety company licensed to conduct business in the State of Texas, in the amount of not less than five percent (5%) of the greatest total amount of Proposal. (1%) African American Business Enterprise (AABE) A. Work Included: Furnish labor, materials, services, equipment, and appliances required in conjunction with design, fabrication and erection of formwork for cast-in-place concrete complete including but not limited to the following: 1. Wood forms. 2. Permanent metal forms. 3. Cardboard carton forms (void boxes). 4. Shores and reshoring. 5. Installation in formwork of items furnished by other trades. 6. Construction joint bulkheads, keys, blockouts, and sleeves. B. Extent of formwork is indicated by cast-in-place concrete structures shown on Drawings. C. Related Work Specified in Other Sections: 1. Forms for sitework concrete: division 3. A. Work Included: Furnish all labor, materials, services, equipment and appliances required in conjunction with the fabrication, delivery and placement of reinforcement and embedded metal assemblies for cast-in-place concrete, including bars, welded wire fabric, ties and supports. B. Extent of reinforcement and embedded metal assemblies for cast-in-place concrete is shown on Drawings and in schedules. C. Related Work Specified in Other Sections: 1. Testing laboratory services: Section 01 45 29. 2. Reinforcement in conjunction with drilled piers: Section 31 63 29. 3. Reinforcement in conjunction with sitework concrete: Division 3. A. Work Included: Furnish all materials, equipment, transportation and facilities, and perform all labor necessary for the following: 1. Furnishing and placing cast-in-place concrete. 2. Grouting structural steel. 3. Grouting precast concrete connections. 4. Finishing and curing of concrete. 5. Furnish concrete for drilled piers. 6. Concrete mix designs. 7. Work Included: Furnish all labor, materials, services, equipment and appliances required in conjunction with or properly incidental to furnishing, fabrication, delivery, and erection of structural steel complete, including, but not limited to, the following: 1. Structural steel columns, girders, beams, angles, rigid frames, trusses, shelf angles, angle frames for openings in floors and roofs, galvanized cooling tower grillage, steel supports for elevator machines, steel hoist beams for elevator equipment, steel supports for elevator guide rails, steel crane rails and stops, steel plates, miscellaneous deck support angles, shop welded shear studs, connections and component parts. 2. Qualification of welders. 3. Shop prime coat of paint and field touch-up painting. 4. Temporary construction bracing. 5. Fabrication/erection inspection and testing. A. Work Included: Furnish all engineering, labor, materials, and equipment in conjunction with furnishing, manufacture, and erection of all open web joists and joist girders, including: 1. Bridging. 2. Ceiling extensions. 3. Bearing plates. 4. Side wall anchors. 5. Extended ends. 6. Connections. 7. Fabrication inspection and testing. A. Work Included: Furnish all materials, supplies, equipment, tools, transportation and facilities, and perform all labor and services required in connection with or incidental to steel roof decking, as described in this Section of Specifications, shown on Drawings, or reasonably implied therefrom. Include all reinforcing plates, sump pans, edge closures, pour stops, and related accessories. B. Related Work Specified Elsewhere: 1. Open web steel joists: Section 05 21 00. 2. Structural steel: Section 05 12 00. 3. Miscellaneous metals: Section 05 50 00. 4. Permanent steel form deck: Section 05 31 33. 5. Laboratory inspection: Section 01 45 29 A. Work under this section comprises of furnishing hardware specified herein and noted on drawings for a complete and operational system, including any electrified hardware components, systems, controls and hardware for aluminum entrance doors. Any door shown on the drawing and not specifically referenced in the hardware sets shall be provided with identical hardware as specified on other similar openings and shall be included in the General Contractor's base bid. All fire rated door shall be provided with fire rated hardware as required by local code Authority as part of the General Contractor's base bid. The hardware supplier shall verify all cylinder types specified for locking devices supplied as part of the door system with the door manufacturer and/or door supplies. B. The General Contractor shall notify the Architect in writing of any discrepancies (five (5) days prior to bid date) that could and/or would result in hardware being supplied that is none functional, hardware specified and/or hardware that has not been specified that will result in any code violations and any door that is not covered in this specification. Failure of the General Contractor to address any such issue could be considered acceptance of the hardware specified and any and/or all discrepancies could be corrected at the General Contractor's expense. C. Items include but are not limited to the following: 1. Hinges - Pivots 2. Flush Bolts 3. Exit Devices 4. Locksets and Cylinders 5. Push Plates - Pulls 6. Coordinators 7. Closers 8. Kick, Mop and Protection Plates 9. Stops, Wall Bumpers, Overhead Controls 10. Electrified Hold Open Devices 11. Thresholds, Seals and Door Bottoms 12. Silencers 13. Miscellaneous Trim and Accessories A. This section covers the general provisions of the electrical specifications applicable to the following systems: 1. Electrical power and lighting to include generators, UPS Systems, and passive electrical generating equipment (solar). 2. All Special Systems (fire alarm, security, telephone, data, television, and annunciators associated with power). 3. Control wiring associated with electrical or mechanical equipment. B. The use of the word "electrical" in any specification contained within the electrical, signal, or life safety division sections shall include all aspects of each systems complete install. This also applies to mechanical and plumbing signal systems. C. The use of the word "life safety" shall refer to all fire alarm, fire protection, and mass notification systems installed by the electrical contractor. D. The use of the word Amechanical@ shall refer to both mechanical and plumbing. E. The use of the word Apipe@ shall refer to all electrical raceway. A. This section establishes an infrastructure to be used as signal pathways for communications systems, but is not limited to the following: 1. Comply with all Project Contract documents and the following requirements for a complete project installation. 2. Provide a structured cabling system as described hereafter that includes, but is not limited to, supplying, installing and testing of: backbone cabling, riser cabling; data and voice horizontal cabling, cable connectors, communications outlets and terminations, and equipment racks/cabinets for networking hardware and patch panels. 3. Furnish all labor, materials, tools, equipment and services for the installation described herein. 4. Follow industry standard installation procedures for communications cable to assure that the mechanical and electrical transmission characteristics of this cable plant and equipment are maintained. B. Work of this section covers complete installation of permanent links for a data and voice communications networks utilizing copper and fiber transmission media that includes, but is not limited to the following: 1. Provide, install, terminate, test, and document all fiber and copper backbone cables, riser cables, and horizontal cables. 2. Provide and install all termination devices such as, but not limited to, modular patch panels, termination blocks, information outlets (jacks and plates), phone jacks, fiber distribution panels, bulkheads, connectors, and fiber fan out kits. Document all termination devices with proper labeling. 3. Provide in quantities specified, interconnect components such as, but not limited to, fiber patch cables, copper patch cords, and station cables. 4. Provide and install specified Telecommunication Room equipment such as, but not limited to, racks, cabinets, horizontal and vertical cable support devices, cable trays and cable runway, and required mounting brackets/hardware. 5. Provide and install UL-approved firestopping systems in all communication pass-through locations of rated ceiling, wall or floor penetrations involving, conduits, cable, and cable trays in coordination with General Contractor. 6. Provide and install grounding and bonding connection to the bus (TGMB/TGB) provided by Division 26. 7. Provide and install all appropriate consumable items required to complete the installation. 8. Coordination with other trades. 9. Provide complete documentation and demonstration of work. 10. Provide indexed and organized complete Test Results of all copper and fiber cable and their components in native format. 11. Provide Submittals as outlined below and to COSA ITSD in digital format. 12. Provide a Manufacturer's Extended Panduit Product Warranty and System Assurance Warranty for this wiring system. 13. Conduct a final document handover meeting with client, consultant, and PM to review, discuss and educate the Owner on the final product, test results, and As-Built Drawings. C. Changes to the Scope of Work 1. Owner changes to the scope of work shall be in writing. 2. Change orders shall be submitted to the Owner/Project Manager complete with price breakdown and description for approval before any work is done. 3. The Contractor shall respond to these changes with a complete material list, including pricing, labor, and taxes in writing to be presented to the Owner for approval. 4. The Contractor shall not proceed with additional scope of work without signed approval by the Owner. Owner will not pay for additional work performed by the Contractor without written/signed approval of these changes. 5. Contractor will attach a copy of the signed change order with billing information.
