The Montgomery County Commission requests qualifications for professional engineering services for water and wastewater utility improvements. The project is funded in part with ARPA funding. Specifically, the project seeks an engineering firm to achieve the following deliverables: Plan, design and obtain construction permits for large water and sewer pipe borings under Norfolk Southern Railway and Interstate 70, in Montgomery County, along Ellis Road. Including, but not limited to: Designing system components and improvements; Filing for and obtaining permits from Norfolk Southern and Missouri Department of Transportation and other parties as required for utility line extensions. Preparing bid documentation to procure construction of utility boring. Providing construction inspection services. Providing geotechnical, environmental and related work to support the project. Providing surveying, staking and ROW descriptions as need-ed. Plan and design a 500,000 gallon elevated water storage facility, deep water well, wellhouse and appurtenances. Including, but not limited to: Designing system components and improvements; Preparing bid documentation to procure construction ser-vices. Providing construction inspection services. Providing geotechnical, environmental and related work to support the project. Providing surveying, staking and ROW descriptions as need-ed. Information provided to the county must include at a minimum: 1. The specialized experience and technical competence of the firm with respect to scope of work requested. 2. The capacity and capability of the firm to expeditiously per-form the work in question beginning June 20, 2025. 3. The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules. 4. The firm's proximity to and familiarity with the area in which the project is located. 5. The firm's experience and familiarity with permitting with MoDOT and Norfolk Southern 6. References from previous clients of related work with the firm within the past five years 7. Detailed timeline of deliverable dates 8. Documentation of compliance with E-Verify requirements. The firm will be selected based on the above qualifications. Once the most qualified firm or firms are selected, the cost for the stated deliverables will be negotiated.
