Renovation of a municipal facility in Sydney, Nova Scotia. Conceptual plans call for the renovation of a municipal facility.

The existing underground storage tank, serving the oil fired furnace, has a nominal storage capacity of 4,500 litres and is a federally regulated system under SOR/2008-197; it was installed in 1992. However, it is of single wall fiberglass construction; and as such it does not meet the current edition of CSA B139 regarding the single wall construction besides surpassing the end of its useful life (usually 15-20 yrs.). The work under this project is required to: 1. remove the existing UGT following the guidelines and instructions of CSA B139, & applicable codes and standards. 2. Install a new adequately sized aboveground tank(s), The consultant shall investigate options regarding the tank(s)' material, i.e. fiberglass or steel; number of tanks, and its/their location; accordingly recommending the most feasible and code compliant option: a. option of having two tanks, of adequate size, vs. the current configuration of one tank b. placing the above ground new tank(s) in the same location as the underground, i.e. East side of the building, vs. installation indoors in the spare space (off the mechanical rm in the basement), or any other location the consultant perceive to be practical and code compliable. Subsequently, the requirements of CSA B139 in all its aspects of installation shall be followed. For outdoor installation option the required minimum separation requirements to the building and property lines the tank must be 1.5 m from the building and 3.0 m from the property line. The new installation would include a concrete pad with curbing, fuel transfer area, fill spill box, spill containment kit, stairs and access platform for filling, protection bollards, and fencing to secure the area. The fence and bollards will not impede access to the nearby fire hydrant. For indoor installation follow the requirements of the CSA B139 including all required clearances, venting, accessories, tank(s) support, protection, leak detection, monitoring, piping layout, fill box, containment space fire rating, etc. as applicable. All work shall be in accordance with NBC, CSA B139, Storage Tank Systems for Petroleum Products and Allied Petroleum Products Regulations and applicable codes and standards. TIMELINE: Request for Proposals from engineering consultants is underway. Construction is planned for 2026. *Budget is unreleased.
