Site work and paving for a mixed-use development in Duluth, Minnesota. Completed plans call for site work for a playground / park / athletic field; sidewalk / parking lot; and for paving for a sidewalk / parking lot.
The Spirit Mountain Recreation Authority, an Authority of the City of Duluth (herein referred to as "Owner") is seeking a contractor to provide an experienced trail crew to restore approximately +-1.2 miles of existing mountain bike-specific natural surface singletrack trails on public lands at Spirit Mountain in Duluth, MN. This is part of a multiyear project that seeks to fully build out and restore the mountain bike trail system at Spirit Mountain Recreation Area. The trail alignment corridor has been flagged by the Owner. The flag line represents the centerline of a 50-foot-wide corridor. As part of this project, the contractor is responsible for final field alignment and must remain within 25 feet on either side of the corridor flag line. It is also the responsibility of the contractor to remain 50 feet away from private property if applicable and where possible as depicted in the plan. If there is a need to go outside the corridor or get closer than 50' to a private property, the contractor must receive written Owner approval. The area is front country, with many areas of mobile phone coverage, and is located less than one hour from emergency medical service. Deadline to submit questions and pre-qualification forms is June 10, 2025. The City of Duluth is looking for a contractor to provide an experienced trail crew to restore approximately +/-1.2 miles of existing mountain bike specific natural surface singletrack trails on public lands at Spirit Mountain in Duluth, MN. Deadline to submit questions and pre-qualification forms is June 10, 2025. Responses will be issued as an addendum to this solicitation. Substantial Completion Date: July 1, 2026 Final Completion Date: July 17, 2026 The City of Duluth reserves the right to reject any or all bids, split the award or waive informalities, irregularities or minor deviations from the specifications, if deemed to be in the best interests of the City. Price may not be the only consideration for bid award. Bids must be firm for a minimum of 60 days. Bid surety in the amount of 5% of the total bid payable to the City of Duluth must be submitted with each bid. Bid surety may be submitted through the online solicitation or emailed to purchasing@duluthmn.gov or; paper copies may be mailed or dropped off at City Hall, 411 W. 1st Street, Room 120, Duluth, MN 55802. If bid bonds are emailed, bidders should be aware that the City's spam filter may prevent receipt of the email. It is the bidder's responsibility to submit the bid bonds early and verify emailed bid bonds have been received by Purchasing. Regardless of the method of submission, bid surety must be received by Purchasing prior to the bid opening.
