Site work and paving for a mixed-use development in Surprise, Arizona. Working plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The intent of the City is to award a single contract for the Construction Manager at Risk ("CMAR") to provide Pre-construction services and complete Construction. The City has awarded WSP USA Inc. under a separate City of Surprise contract to complete the preliminary design services. Introduction City intends roadway improvements to Happy Valley Road Improvement Project will be conducted in one contiguous phase. The work will include will consist of roadway improvements to Happy Valley Road Improvement Project Surprise, Arizona. The HVR Road improvements will include Roadway Construction of Curb, Gutter and Sidewalks, three 12-foot travel lanes in each direction, left turn lane/raised median and bike lanes, drainage, streetlights, traffic signals and conduits, irrigation relocation, dry utilities, landscaping, numerous box culvert extensions, sloped roadway edges, MWD Bridge re-configuration and Right-of-Way coordination. CONTRACT The Contract between the City and Contractor shall consist of (1) the Solicitation, including instructions, all terms and conditions, specifications, scopes of work, attachments, and any amendments thereto, and (2) the Offer submitted by Contractor in response to the Solicitation. In the event of a conflict in language between the Solicitation and the Offer, the provisions and requirements in the Solicitation shall govern. However, the City reserves the right to clarify, in writing, any contractual terms with the concurrence of Contractor, and such written Contract shall govern in case of conflict with the applicable requirements stated in the Solicitation or Contractor's Offer. The Solicitation shall govern in all other matters not affected by the written Contract. PERFORMANCE BOND Contractor shall be required to furnish non-revocable security binding Contractor to provide faithful performance of the Contract in the amount of one hundred percent (100%) of the total Contract price payable to the City of Surprise. PAYMENT BOND Contractor shall be required to furnish non-revocable security for the protection of all persons supplying Goods and/or Services to Contractor or any subcontractor for the performance of any work related to the Contract. Payment security shall be in the amount of one hundred percent (100%) of the total Contract price and be payable to the City of Surprise. Question Deadline 06/25/2025 at 4:00 PM MT Any question related to the Request for Qualifications must be submitted in writing through the OpenGov Question/Answer Section via the City's e-Procurement portal, Happy Valley Road is a major arterial within the City of Surprise and this project will build the roadway to its ultimate six lane arterial configuration from 163 rd to City Limits East to Granada Blvd. This project will create a unified appearance, improve safety, and relieve traffic congestion along a major route that is accessing some of the fastest growing areas within the city. This stretch of Happy Valley Road does not have curb and gutters along the outside edges of the roadway and the landscaping and dirt from the adjacent development's washes onto the roadway during storm events creating hazardous driving conditions in certain areas.
