Contact Information Audrey Purchasing Supervisor Email: audrey.reed@trwd.com Phone: (817) 253-6858 Contractor Selection Date:July 1, 2025 It is the policy of the District that the following ethical principles govern the conduct of District employees assigned to the Purchasing Department who are involved directly or indirectly, in the District's procurement process: Employees shall avoid activities that compromise or give the perception of compromising the best interests of the District Employees shall not knowingly use confidential proprietary information for actual or anticipated gain. Employees shall keep the proprietary information of bidders confidential Employees shall avoid any activity that creates a conflict between their personal interest and the interest of the District Employees shall avoid the appearance of unethical or compromising practices in relationships, actions, and communications associated with District procurement Employees shall not solicit or accept money, loans, gifts, favors, or anything of value, from present or potential vendors that might influence or give the perception of influencing a purchasing decision. Conflict exists in any relationship where the District's best interest may differ from the employee's best interest or the best interest of someone associated with the employee. If conflict of interest exists, the employee shall notify the Purchasing Manager in writing and remove him/herself from the District's procurement process. All bids will remain subject to acceptance for ninety (90) calendar days after the bid opening, but the District may, at its sole discretion, release any bid and return the bid security prior to the end of this period. For Proposals over $50,000, Bidders must submit a bid bond of at least two (2) percent of the total amount of the bid issued by a surety legally authorized to do business in the State of Texas. The bid security shall be a guarantee that, if awarded the contract, the bidder will promptly enter into a contract and furnish any necessary bonds required by the District within ten (10) calendar days after the Contract has been awarded. The bid security shall be forfeited to the District should the bidder fail to enter into a contract and/or fail to provide acceptable bonds. The bid bond shall be made payable to the Tarrant Regional Water District. Should the successful bidder fail to complete the project within the specified completion schedule, the sum of $0 per calendar day will be deducted from the monies due to the successful bidder. This sum shall not be considered as a penalty, but rather as reasonable forecast of damages likely to actually result, since it would be impracticable or extremely difficult to fix the actual damages. An extension of time may be allowed for delays beyond the control of the successful bidder at the discretion of the District. Any requests for an extension to the completion time must be submitted in writing within seven (7) calendar days of the occurrence. Request for extensions will not be unreasonably rejected. This project does not fall under the federal Davis Bacon Act. However, Bidder must comply with all statutes, including but not limited to Texas Government Code section 2258.022, and rulings of the State of Texas Comptroller. A. The bid award shall be based on, but not necessarily limited to, the District's evaluation of the following factors: Unit Price Qualifications of the bidder (including safety records) Qualifications and experience of subcontractors and other persons and organizations (including those who are to furnish the principal items of material or equipment) proposed for portions of the work Delivery Schedule Bidder's past performance record with the District or others; Quality of the proposed goods or services District's past experience with products; and/or Special needs and requirements of the District B. The District reserves the right to reject any or all bids, including the bid of any bidder which does not meet the above criteria and/or the other terms and conditions expressed herein to the District's satisfaction. The District also reserves the right to waive all formalities and technicalities and to adopt the most advantageous construction of the Contract Documents or any applicable statute or code. The Bidder may also be disqualified and their bid not considered, among other reason, for any of the following specific reasons: Reason for believing collusion exists between the bidder and other bidders; Reasonable grounds for believing that any bidder has a financial interest in more than one bid for the work contemplated The bidder being a party to or having a financial interest in any litigation against the District The bidder being in arrears on any existing contract or having defaulted on a previous contract Lack of ability to perform the contract, if awarded to the bidder, as reflected by the bidder's financial statement, experience and equipment, references prior work history, or answer to questionnaires Uncompleted work, which in the sole judgment of the District, will prevent or hinder the prompt completion of additional work, if the contract is awarded to bidder C. The District may conduct investigations as it deems necessary to establish the responsibility, qualifications and financial ability of the bidder, proposed subcontractors and other persons and organizations to do the work in accordance with the specifications to the District's satisfaction. D. Discrepancies between the multiplication of units of work in a bid and unit price will be resolved in favor of the unit prices. Discrepancies between the indicated sum of any column of figures in a bid and the correct sum thereof will be resolved in favor of the correct sum. If units of work are not required on the bid form and only a lump sum price is required, the discrepancies between words and figures will be resolved in favor of the words. E. Recommendation of award will be given to the lowest responsive, responsible bidder considered to be the most advantageous and in the best interest of the District. F. Acceptance of a bid will be in the form of a purchase order or a contract. The contents of this bid shall become a part of this contract. The District will under no circumstances be responsible for goods or services provided without an acceptance signed by an authorized District representative. NorthPark Dr. has numerous potholes and surface failures due to heavy truck traffic. TRWD is seeking bids to demo, haul off and replace approximately 6,720 sf. of 4000 psi concrete. TRWD will provide construction specifications for subgrade, steel, concrete, and joints. TRWD representative will be the PM for the project as this portion of NorthPark Dr. is shared with WRG properties. Contractor will provide two quotes: Quote 1 for TRWD, Quote 2 for WRG Properties. Contractor shall have a minimum of 10 years' experience on similar projects. This shall be a turnkey project. **Please see attachments for more specs and details. Joint Suggestions Northpark Property Boundaries TRWD Standard Concrete Details SPEC 32 13 13 Portland Cement Concrete Pavement SCOPE OF WORK The area of road repair will be closed to vehicle traffic during the construction process. Contractor is responsible for placing plastic jersey barriers and road closed signage (TRWD will assist in filling jersey barriers) to prevent vehicle traffic from interfering with the construction site. Please refer to specifications provided in the bid packet for all the items listed below. Contractor to perform the Texas 811 (Dig test) before breaking ground. Demo and haul off approximately 6720 sf of concrete. Leave existing TRWD approaches and identified curbs (curbs that are staying are identified in red on aerial map) Remove saturated road base (as needed) Place road base Place #4 rebar on 12" centers with chairs Use redwood with smooth dowels and caps, place Sikaflex over redwood to prevent water penetration at TRWD approaches. Place 4000psi concrete @ 7" thickness with monolithic curbs Trowel or saw cut score joints Medium Broom Finish Apply Curing Compound Project to be completed by Friday, August 15, 2025. This shall be a turnkey project.
