See provision 52.236-27 site visit for further details Period of Performance: 08/18/2025 to 01/19/2026 MAGNITUDE: In accordance with FAR 36.204, the project magnitude is estimated to be between $1,000,000 and $5,000,000 Pre-proposal questions shall be submitted a minimum of 7 days prior to the due date and time for proposals. to Ms. Wendy DeLeon, via email at Wendy_Deleon@nps.gov *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The procurement involves pavement preservation services aimed at extending the lifespan of existing roadways. The work would include milling and paving the existing road, perform spot repairs to aggregate base course, and overlay with new asphalt pavement. Work would also include replacement of drainage structures, grading of ditches, stabilizing road shoulders and re-striping road surface. The project focuses on approximately 2.2 single lane width of roadway within Shenandoah National Park. Current and projected quantities for this acquisition are based on Roads Inventory Report Data that indicate a need for preserving roads to enhance safety and improve the overall visitor experience. The requirement incudes an optional line item 1.1 Background: The existing roadways and campsite parking areas within Big Meadows Campground at Shenandoah National Park have experienced wear, including cracks wider than 1 inch, failing road edges, and potholes. This project involves a 2-inch mill and 2-inch overlay for approximately 2.2 miles of single-lane roads (average lane width: 13 feet) and resurfacing campsite parking areas. The work also includes pavement patching or sealing of cracks wider than 1 inch, road edges repairs showing signs of failure, and pothole repairs, according to VDOT standards. Asphalt depths vary between 2 to 8 inches. 1.2 Work Covered by the Contract Documents: The project is located within Big Meadows Campground at Shenandoah National Park. The scope of work includes: o A 2-inch asphalt overlay will be applied throughout the campground access routes, including sections that will be milled down 2 or 3 inches from the existing asphalt surface. Specific requirements are noted within the associated drawings and maps. o Full depth patching, repairing road edges, and crack sealing cracks wider than 1-inch following VDOT Sections 212 and 315 as identified within the drawings. If additional marking of locations is required, COR will mark in the field utilizing red marking paint. o Contractor shall apply tack coat prior to the Hot Mix Asphalt overlay on all surfaces, including milled and patched areas. o Campsite parking areas adjacent to the access routes will receive treatment based on wear. Treatments may include but are not limited to: 1" asphalt overlay, slurry seal or fog seal unless otherwise noted within the drawings. o All objects such as but not limited to wheel stops, trash receptacles, and dumpsters shall be removed and replaced in their original locations before and after pavement operations. o Contractors shall provide pavement markings according to existing pavement markings throughout the campground after paving operations are complete. Precondition documentation will be the responsibility of the contractor. o The associated maps and drawings identify sections by required treatments, typical and specific locations. Contractors shall confirm locations and information within drawings and specifications; any discrepancies shall be discussed with the CO/COR prior to executing the work. o Upon completion of paving, provide at least 3:1 slope ratio of top soil backfill and Kentucky 31 grass seed along edges of pavement where the asphalt finish grade is 1-inch or greater above the existing grade. o Adjustment of utilities to match final pavement elevations. (If applicable) o Disposal of milled material according to environmental regulations. Line Item Option o A 2-inch asphalt overlay will be applied throughout the walkways within the campgrounds. This work will cover approximately 12,769 Square Feet of asphalt. The work will include backfilling along asphalt edges with topsoil and reseeding with Kentucky 31. All work will be performed under a single contract. Work will be phased per "Old Campground" and "New Campground" (see sect 3.1). Maps and drawings have been provided in coordination with the scope of work for reference, field verification is the responsibility of the contractors.
