The Denali Borough is not liable for any costs incurred by the respondent in bid preparation. Funding for this project will be provided by the Denali Borough, and the State of Alaska through disaster grant AK-22-286, suppression road repair work for the 2022 Clear Fire. The total project budget is estimated to be $150,000-$250,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Denali Borough reserves the right to reject any and all Bids and to waive any informalities and irregularities in a Bid or during award of the Contract. The Denali Borough will award a contract from this solicitation, as funding allows, to the lowest responsible bidder for the Base Bid plus Additive Alternates 1 + 2, Base Bid Plus Additive Alternate 1, or Base Bid alone, until funding is exhausted. 7.0 Notification of Award The Denali Borough shall issue Notice of Intent to Award within 10 days of solicitation opening. 8.0 Bid Protest Not more than five days following the date on which the act occurred, a bidder may protest the handling of a bid or awarding of a contract by filing written notice of protest with the Denali Borough. 9.0 Contract Award No contract that exceeds $50,000 shall be awarded without prior Assembly approval per Denali Borough Code 3.35. Contract award will be considered at the July 9th Assembly meeting. 10.0 Right to Negotiate an Expanded Scope of Work In the event additional funding is afforded, either from its general operating budget or legislative appropriation, the Denali Borough may elect to amend the contract with the successful respondent and renegotiate an expanded scope of work for additional elements of the project. The Denali Borough is seeking sealed bids from qualified firms to repair damage done to Kobe Road, Rochester Way, and Battle Axe Street during the Clear Fire response in the summer of 2022. The roads access private property, recreational property, businesses, non-profit organizations, and public lands. Access to each site is located at Mile Post 275.2 Parks Highway. The roads shall be repaired according to the following scope of work. All roads must remain passible during construction activities. Site 1: Kobe Road requires: - Subbase course to repair a section of the road identified on the attached map. It will consist of repairs at: o 500 linear feet o 14 feet wide minimum drivable surface o 1.5 depth of additional road subbase o Total of 390 cubic yards of subbase o Final grade with a 3% crown, ensuring a smooth transition to existing road surface, and compact all areas that receive new materials using a vibratory steel drum roller and water - Remove slash and berms to at least 10 feet away from drivable road surface - Clear and restore ditches down to a minimum of 12" deep on both sides of the road, as identified on the attached map. o Remove roots from the area to be ditched o Ditches should be tapered from the drivable road surface down to 12" deep. The total distance of ditch to be cleared and restored on Kobe Rd is .8 miles on each side of the road. Site 2: Battle Axe Street requires: - Subbase course to repair two sections of road identified on the attached map. It will consist of repairs at: o 500 linear feet broken into two sections, one that is 180' and another that is 320' o 14 feet wide minimum drivable surface o 1.5 feet depth of additional road subbase o Total of 390 cubic yards of subbase o Final grade with a 3% crown, ensuring a smooth transition to existing road surface, and compact all areas that receive new materials using a vibratory steel drum roller and water. - Remove slash and berms to at least 10 feet away from drivable road surface - Clear and restore ditches down to a minimum of 12" deep on both sides of the road, as identified on the attached map. o Remove roots from the area to be ditched. o Ditches should be tapered from the drivable road surface down to 12" deep. The total distance of ditch to be cleared and restored on Battle Axe St is .4 miles on each side of the road. Site 3: Rochester Road requires: - Subbase course to repair the section of Rochester Rd from Magen Loop to Dianne Avenue as shown on the attached map. It will consist of repairs at: o 1,050 linear feet o 18 feet wide minimum drivable surface o 1.5 depth of additional road subbase o Total of 1,050 cubic yards of subbase o Final grade with a 3% crown, ensuring a smooth transition to existing road surface, and compact all areas that receive new materials using a vibratory steel drum roller and water. - Remove slash and berms to at least 10' feet away from drivable road surface - Clear and restore ditches down to a minimum of 12" deep on both sides of the road, as identified on the attached map. o Remove roots from the area to be ditched o Ditches should be tapered from the drivable road surface down to 12" deep. The total distance of ditch to be cleared and restored on Rochester Rd is 1 mile on each side of the road.
