Renovation of a residential development in Apopka, Florida. Completed plans call for the renovation of a residential development.
The City of Apopka has been awarded a Community Development Block Grant from The Florida Department of Commerce to repair or replace Low to Moderate Income owner-occupied housing located in the City Limits of the City of Apopka, FL. The City of Apopka is seeking bids from qualified firms for the Community Development Block Grant Housing and Rehabilitation Program Question Deadline 07/10/2025 at 11:59 PM ET All questions related to this ITB shall be submitted in writing through online Inquiry Deadline:July 15, 2025, 11:59pm Scope of Work REHABILITATION FINAL COMPLETION DATE: o Marilyn Perkins, 407 E. 8TH ST., APOPKA, FL. 32703 o Contractor has 45 days from executed contract date to submit permit package for rehab. Final Completion Date: 60-90 days from the issuance of permits NUMBER OF BEDROOM BATHROOMS: 2 BEDROOMS 1 BATH YEAR HOME WAS BUILT: 1977 CONSTRUCTION: Block Walls/Slab Floor All numbers in the work write-up correspond with the numbers in the master rehabilitation specifications and are to be used as a guide for the total specifications. Any reference to "specs" pertains to General Specifications. If plans are provided they are to be used as a guide. All dimensions that are provided are approximate; it is the contractor's responsibility to verify all measurements. All opened walls, ceiling and floors shall be inspected by the Community Development representative prior to being covered. The Community Development representative shall have the authority to determine which components must be replaced due to deterioration. All demolition work to be completed prior to inspection by Community Development and no rehabilitation work shall commence prior to inspections. Contractor is responsible for providing insulation, above what is specified is necessary to meet Florida Energy Code and obtaining building permits. All materials must be FHA approved. All new cabinets shall be wood to include fronts and boxes. No new materials installed under this program shall contain particle Board. Proof of current license and insurance must be provided to the administrator 24 hours after being notified as to being low bidder. No notice to proceed will be issued without receiving all requested documentation. Tentative City Council Approval August 6, 2025 The City of Apopka is an Equal Opportunity Employer/Fair Housing Advocate, and a Handicap Accessible Jurisdiction, and reserves the right to reject any and all bids received ASBESTOS REPORT o An Asbestos Inspection was completed by PBO3 Environmental Monitoring LLC, No Asbestos containing material was detected. A copy of the report is available upon request. LEAD INSPECTION REPORT: o Home was constructed in 1977, a Lead Based Paint Inspection was completed by PBO3 Environmental Monitoring LLC, No Lead Based Paint containing materials were detected. A copy of the report is available upon request. PERMITS: o The contractor is responsible for pulling all necessary permits. o Bid to include all drawings, engineering and forms required by Building Department, Health Department, etc. as needed to issue all permits. DEMOLITION: o All materials removed must be disposed of properly in a licensed landfill. o Receipt of disposal is required with draw request. WDO INSPECTION: o Home is to be inspected for termites and other insects by licensed pest control Company. If termites, insects or pests are found contractor is to supply a change order including 3 quotes to treat residence. MASONRY: o Remove existing concrete side door exterior landing and form and pour a new 4'wide x 4' deep x 4" thick concrete landing at exterior of side door. New landing to have .5/12 (slight) slope away from house. POINT-UP: o Properly repair all cracks in stucco and block mortar joints, seal all holes and gaps around total exterior, pay special attention to 1/2 wall leading to screen porch, around hose bibs and exterior plumbing. Seal all openings from old panel box and weather head. All repairs to match existing walls as close as possible. WALL & CEILING FRAMING: o Replace exposed deteriorated wall and ceiling framing throughout, pay special attention to damaged ceiling in spare bedroom area and walls around shower in hall bathroom. Reframe tub/shower area in hall bath for full shower no tub. Reframe interior bedroom door openings and bathroom door opening. between bedroom and bathroom for the installation of minimum 2'8" opening prehung interior door units. Install furring strips to exposed block wall in utility room. REPAIR EAVES: o Reattach all loose soffit and fascia. KITCHEN CABINETS: o Repair broken kitchen drawer in cabinet beside refrigerator. o Install a new single lever chrome Delta or Moen kitchen sink fixture set with matching sprayer to existing kitchen sink. Replace water lines, traps and shut off valves as needed. o Recaulk existing countertops and backsplash. o Install a new single lever chrome Delta or Moen fixture set with matching pop up drain to existing vanity. o Replace water lines, trap and shut off valves as needed. o Install new mirror over vanity, same size as existing. o Recaulk existing vanity top and backsplash. BASE MOLDING AND TRIM: o Replace all deteriorated and missing base and trim throughout with new matching wood base and trim as needed for a complete job to include utility room. o Install quarter round between base and new flooring. o Caulk base and trim throughout to prepare for painting. SHINGLE ROOF: o Remove existing roof covering to include all shingles, existing drip edge, metal, tar paper and all deteriorated sheathing. o Replace all deteriorated sheathing (bid to include maximum 6 sheets of 4X8 sheathing) and framing with new appropriate materials. o Properly nail off all sheathing new and existing. o Install new peel and stick roof underlayment and new metal drip edge, (owner to pick color). o Install minimum 25 year antifungal new architectural shingles (owner to pick color) to the total roof. o Installation to be as according to local code and manufacturer's specifications. o New roof to include new matching ridge vents. All areas of roof with less than 3/12 pitch to receive torch down roof, owner to pick color. o Rework roof strapping, clips and framing to include gable ends framing as required by Building Department. FLASHING & COUNTER FLASHING: o All valleys, chimneys, flashing and eave drip or gravel stops shall be replaced with New proper materials. o All removed stucco and siding needed to replace flashing shall be reinstalled where applicable or replaced with new matching materials. o Eave drips shall be separated a minimum of 3/4 " from rafter of fascia. o All vent pipes and other roof penetrations shall be properly flashed with approved lead, sleeve type flashing, pitch pans, or other approved methods. WALL INSULATION: o Install R-11(block) minimum insulation to exposed block wall on interior of utility room. o Replace all exposed deteriorated and missing insulation where walls are being opened to repair wall board R-11(block) / R-19 (frame). BLOWN INSULATION: o Remove all wet and previously wet insulation from attic where roof leaks are located. o Install minimum R-30 Insulation to attic ceiling throughout house to include utility room. o Provide the project manager with R-30 signed insulation certification and staple a separate certificate to attic rafter by attic access. o Attic insulation to include batt insulation on the backside of attic access panel. ALUMINUM/VINYL WINDOWS: o Install a window in each bedroom that meets ingress/egress requirements. o Egress window cannot be more than 44" above floor level. Enlarge openings as needed. o New windows to match existing as close as possible. All new windows to be finished both interior and exterior to include matching window sills. o Replace all deteriorated lumber pertaining to the window framing and install trim as needed. o New windows to include screens. All new windows to be double pane and have energy star seal, a copy of energy star certification must be included with draw request. o All windows new and existing to be caulked and sealed interior and exterior to include sealing all cracks and gaps. Caulk around interior window sills as needed. DOORS EXTERIOR: o Install a new energy star certified metal or fiberglass solid core pre-hung exterior door unit to front entrance. o Prehung unit to be colonial style door with fan light to include, casing, trim, threshold, weatherstripping and all new hardware. o New hardware shall include doorstop, new lever handle and dead bolt, all locks shall be keyed alike. o Replace all deteriorated door framing prior to installing new door unit. Install new weather stripping to existing side exterior door. o New weather stripping to properly seal. Peel and stick weather stripping will not be accepted. o Install new thresholds to existing side exterior door to include door stop, new locking, lever handles and matching dead bolt, all locks shall be keyed alike. . DOORS-INTERIOR: o Bedroom entrance doors and bathroom entrance door between bedroom and bathroom to have minimum 2'8" doors installed (a 2'8" door would hit the commode if installed at bathroom hall entrance). o New 2'8" doors to be prehung units to include matching colonial 6 panel Masonite interior doors, casing, trim and all hardware to include lever knobs and door stops. Replace all remaining interior lean doors with new prehung colonial 6 panel Masonite interior doors, to include all casing, trim and hardware to include lever knobs and door stops. o All new and remaining existing interior doors to have new matching lever handles. Only the bathroom and bedrooms entrance doors are to have locking handles. All doors to have door stops installed. GYPSUM WALL & CEILING BOARD: o Remove and replace all deteriorated wall and ceiling board throughout to include all water damaged and stained wall and ceiling board. o Remove wall covering from around existing tub and shower. o Remove all existing popcorn ceiling finish throughout. o Remove all deteriorated and peeling non popcorn ceiling finish throughout. Repair all homes from wiring and plumbing repairs. New wall and ceiling board to be same thickness as existing. o Install wall board to newly furred and insulted block wall in utility room. o Install Durrock around shower. Green board shall be used when replacing wall and ceiling board in all wet areas (bathroom, utility room, kitchen). o Properly repair all damaged wall and ceiling board (pay special attention to sheetrock behind kitchen sink, kitchen ceiling and all water stained and damaged wall and ceiling board) and properly redo all existing wall and ceiling patches throughout. Properly finish all new and existing wall and ceiling board to include taping, mudding, sanding and installing new wall and ceiling texture finish throughout. o Ceilings throughout interior to have new knockdown finish to include utility room, walls to have matching orange-peel finish throughout to include utility room. o Pressure wash exterior of house and prep exterior for paint, pressure to be light enough not to damage exterior. o Prep interior and exterior for painting to include; scraping off all loose paint on exterior, removing/sanding all existing orange peel overspray off interior base and trim, caulking both interior and exterior to include filling all nail and staple holes in interior trim to include door trim interior and exterior. o Paint total exterior to include stucco and exterior doors. o Paint total interior to include new all walls and ceiling throughout, interior doors, interior of exterior doors, and all trim. o Exterior and interior paint to be minimum 1coat primer and 2 coats finish or additional as needed to properly cover. o Owner to pick eggshell finish light neutral color for interior walls (one color throughout). Baseboards, doors and trim throughout to be white semigloss. o Ceilings throughout interior to be ceiling white to include utility room. o Owner to pick one (1) light neutral color for exterior base and 2nd neutral color for exterior trim. o Exterior doors to be painted both interior and exterior minimum 3 coats or sprayed. Contractor to supply color samples. o Pressure washing to include concrete exterior walkway to front porch.. VINYL FLOORING: o Remove any remaining carpet from interior and prep existing tile and slab floors throughout to install new vinyl planking over existing ceramic tile and slab floors. o Install new FHA approved vinyl plank flooring with padded backing throughout interior of home to include utility room. o Caulk and install finished trim and quarter round as needed for a complete job. Owner to pick 1 pattern for all new flooring from contractor supplied samples. REFRIGERATOR: o Dispose of existing old refrigerator in kitchen. Relocate and install new existing stainless-steel refrigerator from family room into kitchen refrigerator opening. New refrigerator in family room was supplied by oners' family.
