The Imperial County Sheriff's Office is issuing this Request for Information (RFI) to solicit information and potential solutions from qualified vendors regarding the replacement or enhancement of the existing roofing system at the Herbert Hughes Correctional Facility. This RFI is for planning purposes only and does not constitute a solicitation or Request for Proposal (RFP). Responses to this RFI will assist in the development of a future RFP or procurement strategy. The Herbert Hughes Correctional Facility, a minimum-security facility, was constructed in 1964. The 32,685 Sq. Ft. facility houses approximately 160 inmates. The existing roof system is nearing the end of its useful life and is experiencing water intrusion issues, insulation failure, and increased maintenance costs. Due to the nature of the facility, the roofing system must meet stringent durability, security, and energy efficiency standards. Safety of inmates, staff, and contractors is paramount, and installation processes must minimize operational disruptions. The Department seeks information on innovative, cost-effective, and secure roofing systems that can: o Improve insulation and energy efficiency o Enhance durability and weather resistance o Provide long-term maintenance and cost savings o Ensure security and tamper resistance o Meet or exceed all relevant building codes, including fire ratings and wind uplift requirements.
