We invite you to read all the contractual documentation carefully to take note of the changes made. Recommendation to submit bids electronically CONDITIONS Only bids that meet the following conditions will be considered: 1. The bidder must have an establishment where it carries out its activities on a permanent basis, clearly identified in its name and accessible during normal business hours in Quebec or in a territory covered by an applicable intergovernmental agreement. The public opening of tenders will take place on the date and at the time specified for the receipt of tenders. The only possibility for any person to attend this opening is to view it live on the Internet at the address indicated for this purpose in the Additional Instructions. No subsequent viewing, recording or broadcasting of the video recording of the opening is possible. Tenderers who wish to receive a clarification concerning the call for tenders must communicate in writing to the e-mail address indicated below, taking care to mention the contract number. The Company reserves the right not to consider a bidder's request for clarification that does not entail a change to the tender documents if the request is sent to the Company five working days or less before the deadline for receipt of bids. The Company has undertaken initiatives for its digital transformation and, consequently, strongly recommends that bidders submit their bids electronically via the SEAO. Revenu Quebec certificate Tenderers are strongly advised to apply for Revenu Quebec certification as soon as possible, in accordance with the requirements of the contract documents, to ensure that this requirement is met before the deadline date and time indicated in the Instructions to Tenderers and/or the Complementary Instructions. Non-participation in the call for tenders Any person or company that has obtained the contract documents and does not submit a tender undertakes to complete the "Non-participation Questionnaire" form included in the contract documents and to send it to the Company at the following e-mail address: infosoumissionDINM@sqi.gouv.qc.ca. The tender must be accompanied by a tender guarantee corresponding to 10% of the amount of the tender. When the tender is transmitted on paper, this tender guarantee must be presented in the form of a bond, an irrevocable letter of guarantee, a certified cheque, a money order or a draft and must comply with the conditions mentioned in the "Tender guarantee" section of the Instructions to Tenderers. When the tender is transmitted electronically, this tender guarantee must be presented in the form of a bond or an irrevocable letter of guarantee and comply with the conditions mentioned in the "Tender guarantee" section of the Instructions to Tenderers. No other form of guarantee is accepted with this method of transmission.
