Site work and paving for a mixed-use development in North Attleboro, Massachusetts. Completed plans call for site work for a water / sewer project; sidewalk / parking lot; and for paving for a sidewalk / parking lot.
Highway Division Windrow turner School Street drainage improvements Maintenance of municipal parking lots. Contract may be extended at the option of the Town Manager. The Town Manager reserves the right to reject any or all bids or to make an award deemed to be in the best interest of the Town. Question Deadline 06/19/2025 Every request for such interpretation should be in writing addressed to Department of Public Works, 49 Whiting Street, North Attleborough, MA 02760, and to be given consideration GENERAL This work shall consist of the removal and replacement of granite curbing in accordance with these specifications and in close conformity with the lines and grades shown on the plans or established by the Town. The Contractor shall provide all curb, curb corners and/or edging on a gravel foundation in accordance with these specifications and in close conformity with the lines, grades, cross-sections and details shown on the plans or established by the Town. The Contractor shall coordinate and notify the Water Division at (508) 695-7790 prior to hook-up and draining water from hydrants. CONSTRUCTION REQUIREMENTS Curbing and edging materials shall conform to the Massachusetts Department of Public Work's Standard Specifications for Highways and Bridges, 1988 Edition, (MDPW specifications) Section M9.04.0 and M9.04.1 Type VA4. The Contractor shall jackhammer or saw cut a neat and uniform cut through the existing pavement parallel to and 6 inches away from the proposed face of curb and shall excavate an 18 inch wide by 18 inch deep trench along the centerline location of the proposed curbing. The Contractor shall set the curbing on additional gravel borrow spread on the gravel foundation sufficient to fill all spaces under the curb so that the curb will be completely supported along its entire length. The curb shall be set at the required line and grade as shown on the plans, or as directed by the Director of Public Works or his designated agent(s). Each curb length shall be fitted together with no more than a 1/4 inch gap between lengths. The trench shall be backfilled with Portland Type II 3000 psi Cement Concrete with _ inch coarse aggregate meeting MDPW specifications. All void spaces under and around the curbing, shall be completely filled with concrete, particularly between the joint fillets in the front and back to anchor in each piece. Care shall be taken not to undermine the adjacent pavement binder course throughout the installation process. The gap shall be completely filled with cement mortar meeting MDPW Specifications M4.02.15. Any excess mortar, which has been forced out of the joint, shall be removed flush with the joint. The Contractor shall take sufficient care during the curb installation process to ensure that the curbing tops and gutter faces are aligned properly to create a neat and uniform appearance. All curb lengths, which are not satisfactory to the Director of Public Works, or his designated agent(s) shall be reset as directed. After the curbing has been set, the space behind the curb shall be completely filled with gravel borrow type M1.03.0 Type c, no stones over 2" diameter and thoroughly tamped to the depth shown on the plans or as directed by the Director of Public Works or his designated agent(s). The Contractor shall take sufficient care not to affect the line or grade of the curb during the backfilling or compaction process. The remainder of the gravel base course shall then be placed and pavement binder course completed to the newly formed gutter line in accordance with these specifications. The bituminous concrete roadway pavement shall be laid to a depth after rolling of 4 inches The course shall meet Section 420 of the MDPW Specifications for Class I Bituminous Concrete Base Course, Type I-1, "Binder Course". Where the ends of the proposed granite curb abut existing curbing of different height or no existing curb, the Contractor shall provide transition curbs as directed by the Director of Public Works or his designated agent(s). Transition curbs shall be of the same type curb and similar in appearance to that abutting. The subgrade for the sidewalks and loam/grass plots adjacent to the proposed curbing shall be shaped parallel to the proposed surface of the walks and plots and thoroughly compacted. All depressions occurring shall be filled with suitable material and again compacted until the surface is smooth and hard. SIDEWALK RESURFACING AND RECONSTRUCTION SCOPE OF WORK: It is the intention of this bid item for the Contractor remove existing bituminous and concrete sidewalks and install new sidewalks as shown on the Contract Plans. The Contractor shall furnish and supply all the necessary labor, equipment and material to accomplish said work items in accordance with these specifications. The contractor shall comply with the Town's specifications and ADA and AAB regulations. Work may be included in areas off Town property, such as driveways or privately owned sidewalks which meet Town sidewalks. Work on private property shall be authorized on a case by case basis by the Director of Public Works or his designated Agent to prevent damage to private property or to ensure public safety. PRICE ADJUSTMENT FOR HOT MIX ASPHALT MIXTURE (BITUMINOUS CONCRETE): The price adjustment will be the percentage increase or decrease from the contract base price per ton listed on the Mass. Highway Period Prices for Liquid Asphalt. The percentage price adjustment for hot mix asphalt (bituminous concrete) items will be applied only on the liquid asphalt portion of weight per ton. The price adjustment will be made on the unit bid price per ton shown on the bid form attached. BITUMINOUS CONCRETE SIDEWALK (Hot Mix Asphalt) NEW AND RECONSTRUCTED SIDEWALKS: Areas designated for new and reconstructed sidewalks shall be excavated to appropriate sub-grade as determined by the Town's designated agent and shown on the Contract Plans. This may include, but not be limited to, the removal of existing sidewalks either asphalt or concrete or in areas where no sidewalk currently exists. It shall be the responsibility of the Contractor to dispose of all waste materials. If material in existing sub-grade is approved by the Town, said material shall be compacted to appropriate Town specifications and then covered with 8 inches of compacted processed gravel Type C with 2-inch maximum diameter stone. WATER AND GAS GATES IN CONSTRUCTION AREA: The Contractor shall give 48 hours notice to the DPW Water Division of the date that work will begin on areas involving water structures. The Contractor shall deal directly with the Gas Company on all structures and issues pertaining to gas. It shall be the Contractor's responsibility to locate, protect and adjust any structures in the construction area. All shut off gates will be left flush and in working condition. Work necessary to correct water gate problems as a result of the Contractor's work shall be corrected at the Contractor's expense. Asphalt walkways shall be placed in two lifts. Base course shall consist of 2 inches compacted thickness of Type I dense graded binder course. Top course shall consist of 1 inch of bituminous concrete Type I top. All asphalt work shall be performed in accordance with Mass. Highway Specifications for Roads and Bridges. Payment shall be by the ton of asphalt in place. New aprons for residential driveways shall have a total compacted thickness of 4 inches and 6 inches shall be placed for commercial driveways. CEMENT CONCRETE SIDEWALK: Sidewalk and apron areas shall be prepared and formed for approval by the DPW Highway Superintendent or his designated Agent, eight (8) hours prior to the placement of concrete. Materials shall meet or exceed material specifications for a 4000-pound mix. Placement of portland cement concrete shall be in accordance with Mass. Highway Specifications for Roads and Bridges and the requirements for the Town. THICKNESS: Unless otherwise specified by the Director of Public Works or his designated Agent, the thickness of standard sidewalks shall be 4 inches, residential driveway aprons 6 inches and 6 inches with number 9 gage/6" square wire mesh for commercial drives. PROTECTION: It shall be the Contractor's responsibility to protect the finished surface from damage and provide appropriate curing materials. All damaged walkways shall be removed and replaced in accordance with these specifications at no additional cost to the Town. TESTING: All testing necessary to meet the material design strengths shall be the responsibility of the Contractor. No additional payment shall be made for conducting testing. Samples will be sent to laboratories of the Town's designation at the Contractor's expense. The cost of laboratory testing will be paid by invoicing the Town directly. Any additional cost of additives required by the Town shall be added directly to the Cubic Yard of Concrete placed. CONSTRUCTION REQUIREMENTS: Where sidewalks or driveway aprons directly abut the proposed curbing, after the subgrade has been prepared, a foundation of gravel, meeting MDPW specifications 1.03.0, Type c shall be placed upon it and thoroughly compacted. The foundation shall be at least 8 inches in thickness and parallel to the proposed surface of the walk. Where loam/grass plots directly abut the proposed curbing, after the subgrade has been prepared, four (4) inches compacted thickness of screened loam borrow meeting MDPW Specification M1.05.0 shall be placed upon it and compacted. The Contractor shall excavate by hand and protect tree roots. As directed by the Town and Contract Plans, the Contractor shall set and secure in place forms for the placement of concrete for cement concrete sidewalks and ramps. Side forms and transverse forms shall be smooth, free from warp, of sufficient strength to resist springing out of shape, of a depth to conform to the thickness of the proposed walk or ramp and of a type satisfactory to the Director of Public Works or his designated agent(s). All mortar or dirt shall be completely removed from forms that have been previously used. The forms shall be well staked and set to the established lines with their upper edge conforming to the grade of the finished walk or ramp which shall have sufficient pitch to the roadside edge to provide for surface drainage of at least 1% but not more than two percent 2% unless otherwise directed. All forms shall be oiled before placing concrete. Concrete meeting MDPW Specifications for air-entrained, Type II, 4000 psi portland cement concrete with 3/4 inch coarse aggregate shall be placed in alternate slabs 30 feet in length except as otherwise ordered. The slabs shall be separated by transverse pre-formed expansion joint filler, _ inch in thickness, meeting MDPW Specifications M9.14.0. Preformed expansion joint filler shall also be placed adjacent to and/or around existing structures as directed. On the foundation, as specified above, the concrete shall be placed in such quantity that after being thoroughly consolidated in place, it shall be 4 inches in depth. No finishing operations shall be performed while free water is present. Finishing operations shall be delayed until all bled water and water sheen has left the surface and the concrete has started to set. When the water sheen has disappeared, edging operations, where required, shall be performed. After edging and jointing operations are completed, the surface shall be floated. Immediately following floating, the surface shall be steel-troweled. If necessary, tooled joints and edges shall be re-run before and after troweling to maintain uniformity. After troweling, the surface shall be brushed by drawing a soft bristled push-broom with a long handle over the surface of the concrete to produce a nonslip surface. When conveying the concrete from the place of mixing to the place of deposit, the operation shall be conducted in such a manner that no mortar will be lost, and the concrete shall be so handled that it will be of uniform composition throughout, showing neither excess nor lack of mortar in any one place. The surface of all concrete sidewalks shall be uniformly scored into block units of areas not more than 36 square feet. The typical scoring pattern shall be in 4 ft. by 4 or 5 ft. blocks. The depth of the scoring shall be at least one quarter 1/4 of the thickness of the sidewalk. The application of neat cement to surfaces in order to hasten hardening is prohibited. The finishing of concrete surfaces shall be done by experienced and competent cement fishers approved by the Director of Public Works or his designated agent(s). When completed, the walks shall be kept moist and protected from traffic and weather for at least 3 days until they have sufficiently cured to withstand the loads to which they will be subjected. As directed by the Town and in the Contract Plans, the Contractor shall construct bituminous concrete sidewalks. The Contractor shall use forms as specified above where walls, curbing or other suitable permanent supports are not present or where an approved mechanical spreader is not used to assist in securing proper alignment and adequate compaction of the base and surface courses.
