Haskell-CDM Smith, a Joint Venture (Haskell-CDM Smith), is requesting qualified contractors to submit bid proposals for subcontract and material/equipment supply bid packages for the Riviera Beach Utility Special District (RBUSD) Water Treatment Facilities Design-Build Project ("Project") located at 2391 Avenue L, Riviera Beach, FL 33404. Bid proposals will be used in the development of a Guaranteed Maximum Proposal (GMP) for construction of a deep injection well and the supply of major electrical gear to support the water treatment plant construction. Scope of Work: Haskell-CDM Smith, a Joint Venture ("Design-Builder" or "Contractor") is pleased to invite your company to view and bid on one or multiple Riviera Beach bid packages. Scopes of work involved for this project include: 1. Deep Injection Well Bid Package: The preparation, drilling, and placing into service of one deep injection well and one dual zone monitoring well. All questions and correspondence shall be directed to the Design-Builder Bid Administrators through the contact listing below, or through the online bid platform. Bid Docs will be electronically transmitted to all prequalified subcontractors. Your participation is important to us. Deep Injection Well Contractor Minimum Qualifications: Subcontractor (Bidder), or its sub-contractor(s), shall possess and maintain during the term of the Agreement one of the following licenses and/or certifications: Florida Well Contractor License that is current. Subcontractor shall also meet the following requirements. Personnel Requirements: All Superintendents and Drillers must be OSHA Outreach 30-hour and HAZWOPER 24-hour certified. Resumes of Superintendents, Drillers, and Geophysical Loggers must be submitted and approved before commencement of work and shall be updated throughout the project duration. Geophysical Logging Firm: All geophysical logs shall be performed by a company licensed and experienced in the performance and interpretation of such logs. The geophysical logging firm and the personnel must be pre-approved by the Engineer. The Contractor must hold a valid license from the Florida Bureau of Radiation Control for the required geophysical logging. The driver of the logging vehicle shall have valid Commercial Driver's License with a 'H' endorsement for radioactive material. The logging vehicle shall be a licensed, placated FDOT vehicle for the transportation of radioactive material. Successful completion of three (3) Underground Injection Control (UIC) Class I or Class V Injection Well projects, with a minimum depth of at least 1,800 feet in Florida, within the past ten (10) years. For each project, the Contractor shall have conducted three (3) or more packer pumping tests at depths of 2,000 feet or greater to demonstrate confinement; collected the requested data to support all of the following: FDEP casing seat requests, monitoring zone requests, shot-term injection testing requests and requests to commence operational testing; and provided log-derived TDS plots to support identification of the base of underground sources of drinking water. Capability to construct a 60-inch diameter borehole to 270 feet below land surface. The Contractor must own drilling fluid circulation systems with capacities, pumps, and tanks capable of constructing a 60-inch diameter borehole to 270 feet below land surface. Capability to construct a 24-inch injection well to 3,000 feet below land surface. The Contractor must own cementing equipment, mixing capacity, pumping capacity, pressure capacity and dry cement storage volume capable of constructing a 24-inch injection well to 3,000 feet below land surface. Capability to reverse air drill a 44-inch diameter borehole to 2,150 feet below land surface. The Contractor must own the equipment necessary to reverse air drill a 44-inch diameter borehole to 2,150 feet below land surface. Capability to drill to 3,500 feet. The Contractor must own at least three (3) complete drilling string assemblies (including bits, collars, drill pipe and any necessary fittings) that could be used to drill to 3,500 feet below land surface with reaming bits up to 34 inches in diameter to depths of 3,000 feet below land surface. Capability to manage a drill rig for installation of large diameter casings from 24 inches up to 54 inches in diameter (drilling rigs must allow the casings to pass through the rig floor, with hook load rating of 565,000 pounds or greater). The Contractor must own a drilling rig for installation of large diameter casings from 24 inches up to 54 inches in diameter that allows the casings to pass through the rig floor and has a hook load rating of 565,000 pounds or greater. Additional Bid Compliance Requirements: Bidders are advised that per 2024 Revised Florida State Statute 255.0993 for public works projects any iron or steel products permanently incorporated into the project shall be produced in the United States. Bidders are advised that compliance with Prevailing Wages (i.e., Davis-Bacon) per local Palm Beach County, FL determination(s) will be a requirement for this project. Local Business Local businesses within Riviera Beach Utility Special District are encouraged to participate in the project and will be given special consideration for engagement of local contractors to enhance the local economy.
