Renovation of an educational facility in Johnson City, New York. Completed plans call for the renovation of a 3-square-foot educational facility.
Binghamton University is in the process of bidding a project to restore a 3-story historic building at 18 Park Street, Johnson City, NY to support the existing Heath Sciences Campus. The renovated building will house the Speech and Language Pathology and Physical Therapy programs and will also have shell space on the 3rd floor for future expansions. The project will consist of but not be limited to Site/Civil work, masonry restorations, and all new mechanical, plumbing, electrical and fire protection and fire alarms The selected professional will provide special inspections of Soil, Concrete, Masonry, Structural Steel, geotechnical engineering and asphalt. Contract term: 455 Calendar Days You may request a copy of the RFP by emailing Rachel Talcott at rtalcott@binghamton.edu Service-Disabled Veteran-Owned Set Aside: No Minority Owned Sub-Contracting Goal: 15% Women Owned Sub-Contracting Goal: 15% Service-Disabled Veteran-Owned Business Contracting Goal: 6% Perform Special Inspections - including but not limited to: soil, concrete, masonry, structural steel, geotechnical engineering and asphalt. A. A. Provide the following field services: 1. Soil: o Provide a Technician to perform field testing of fill materials. o ASTM D 75: Practice for Sampling Aggregates o ASTM D 2922: Density of Soil and Soil-Aggregate in Place by Nuclear Methods o ASTM D 3017: Water Content of Soil and Rock in Place by Nuclear Methods o ASTM D 6938: In-Place Density and Water Content of Soil and Soil-Aggregate by Nuclear Methods. o Provide a Special Inspector to monitor the following items for compliance with the approved geotechnical report, as required in Section 1704.7 of the Building Code of New York State: a. Lift thickness of fill material b. Fill material being used c. Testing frequency and results of the in-place density testing. o Refer also to Specification Sections 312200, 312323, 312316.13, & 321123. 2. Concrete: o Provide a Technician to perform field testing of freshly mixed concrete. o ASTM C 31: Making and Curing Concrete Test Specimens in the Field o ASTM C 143: Slump of Hydraulic Cement Concrete o ASTM C 172: Sampling Freshly Mixed Concrete o ASTM C 231: Air Content of Freshly Mixed Concrete by the Pressure Method o ASTM C 1064: Temperature of Freshly Mixed Portland Cement Concrete o Report quantity of fresh concrete tested and test results. o Provide a Special Inspector to monitor the following items as required in Section 1704.4 and Table 1704.4 of the Building Code of New York State: a. Reinforcing steel and placement b. Bolts to be installed in concrete prior to and during placement of concrete where allowable loads have been increased. c. Use of required design mix d. Sampling and testing of fresh concrete, including fabrication of specimens for strength testing e. Placement of concrete f. Curing temperatures and techniques o Refer also to Specification Sections 033000 & 321313. 3. Masonry: o Provide a Special Inspector to monitor or perform testing of the following Level 1 items as required in Section 1704.5 and Table 1704.5.1 of the Building Code of New York State: a. Proportions of the site-prepared mortar b. Construction of mortar joints c. Location of reinforcement, connectors, and anchorages d. Size and location of structural elements e. Type, size, and location of anchors, and other details for anchorage of masonry to structural members, frames, or other construction f. Specified size, grade and type of reinforcement g. Welding of reinforcing bars h. Protection of masonry during cold weather or hot weather i. Grout placement j. Clean grout space k. Placement of reinforcement, connectors, and anchorages l. Proportions of site-prepared grout m. Preparation of nay required grout specimens, mortar cubes or cylinders, and/or prisms o Refer also to Specification Section 042000. 4. Structural Steel: o Provide a Special Inspector to monitor the following field items, as required in Section 1704.3, and Table 1704.3 of the Building Code of New York State: a. Review Welder Performance Qualification Records, Welding Procedure Specifications, and Procedure Qualification Records, for the filed welding, to ensure conformance with project specifications b. High-strength bolting c. Material verification of weld filler materials d. Welding of structural steel, including complete and partial penetration groove welds, single-pass and multiple-pass fillet welds, and deck e. Welding of reinforcing steel f. Steel frame joint details for compliance with approved construction documents, including details for bracing and stiffening, member locations, and application of joint details at each joint connection o Provide a NDT Senior Technician (American Society of Non-Destructive Testing, Level II per SNT-TC-1A-2006, Recommended Practice) to perform the following non-destructive testing in accordance with the project documents: a. Dye Penetrant Testing b. Magnetic Particle Testing Ultrasonic Testing o Refer also to Specification Sections 051200 & 053100. 5. Geotechnical Engineer: o Provide a Geotechnical Engineer to monitor the following items, as required in Section 1704.7 of the Building Code of New York State: a. Monitor the foundation subgrade preparation in accordance with the approved geotechnical report prior to placement of the fill o Refer also to Specification Sections 312200, 312323, 312316.13, & 321123. 6. Asphalt Paving: o Provide a Special Inspector to monitor the following field items in accordance with the NYSDOT Standards and the Building Code of New York State: a. Temperature during placement of binder and top course. b. Material verification. c. Test mix design and samples in accordance with AI MS-2. d. Thickness of binder and top course is installed per contract documents. e. Monitor Pavement Surface Smoothness Utilizing a 10 Straightedge. o AASHTO T 168: Sampling Bituminous Paving Mixtures o ASTM D 2950: Density of Bituminous Concrete in Place by Nuclear Methods o Refer also to Specification Section 0321216. B. Provide the following laboratory services: 1. Soil: o ASTM D 422: Particle-Size Analysis of Soils (without Hydrometer analysis) o ASTM D 698: Laboratory Compaction Characteristics of Soil Using Standard Effort o ASTM D 1557: Laboratory Compaction Characteristics of Soil Using Modified Effort 2. Concrete: o ASTM C 39: Compressive Strength of Cylindrical Concrete Specimens 3. Masonry: o ASTM C 140: Sampling and Testing Concrete Masonry Units and Related Units o ASTM C 780: Compressive Strength of Molded Masonry Mortar Cylinders and Cubes o ASTM C 1019: Sampling and Testing Grout o ASTM C 1314: Compressive Strength of Masonry Prisms 4. Asphalt Paving o ASTM D 2041: Theoretical Maximum Specific Gravity and Density of Bituminous Paving Mixtures o ASTM D 2726: Bulk Specific Gravity and Density of Compacted Bituminous Mixtures o ASTM D 3203: Percent Air Voids in Compacted Dense and Open Bituminous Paving Mixtures CS-1 Page 7 Dec 2012 o ASTM D 3549: Thickness of Height of Compacted Bituminous Paving Mixture Specimens o ASTM D 5361: Saw Cut Cores C. Provide the following additional services: o Transport samples that require laboratory analysis. o Provide a review of project plans and specifications, as provided, which are relevant to the services outlined in this Exhibit. o Review test data. o Prepare and Distribute Reports.
