The City of Asheville's Water Resources Department is looking for a qualified service provider to provide a temporary turbidity reduction system (pretreatment) for the 5 MGD William DeBruhl Water Treatment Plant (WTP), located at 1570 Bee Tree Road in Swannanoa, North Carolina. This system will consist of proven treatment technologies capable of providing a maximum treatment rate of 5 MGD with a turbidity reduction to reduce raw water turbidity to no more than 5 NTU to the William DeBruhl water treatment system. This work will include the management, operation and maintenance of all equipment and systems related to this treatment system, contracting vendors, and communicating with state and Federal regulators.The estimated duration of this service is 5 years. The Service Provider must procure and assemble the appropriate staff, equipment, chemicals and technology to meet the treatment parameters as listed above. This equipment must be moved to the work site, assembled and put into service, and permitted in a short period of time to provide protection for the City Of Asheville's water production and distribution system. Time is a key factor and the Service Provider's ability to produce a successful turbidity reduction system is of high value to the City of Asheville. A successful proposal will include a detailed schedule, which clearly lists the steps to procure and install equipment, and demonstrates efficiency in the Service Provider's planning and preparation. The William DeBruhl WTP is rated as an A surface water treatment plant and requires operators with North Carolina surface water operations certifications to operate equipment and dose chemicals as part of the treatment. The turbidity reduction system is considered part of the William DeBruhl WTP and requires an Operator in Responsible Charge (ORC), of an A Surface level certification. The ORC and operations staff are governed by the North Carolina Rules Governing Public Water Systems eCFR :: 40 CFR Part 141 -- National Primary Drinking Water Regulations, and the Federal Code of Regulations eCFR :: 40 CFR Part 142 -- National Primary Drinking Water Regulations Implementation. Under emergency conditions, the NC Department of Environmental Quality will consider reciprocity for out of state water treatment operators. The operator must be onsite at all times when the unit is treating water. The pretreatment operations staff will be in close contact with City of Asheville staff to communicate technical information regarding the turbidity reduction systems operational status, chemical additions, concerns, etc. Chemical additions and pretreatment plant operation will be reported monthly as part of the William DeBruhl WTP Electronic Monthly Operations Report to comply with North Carolina's reporting requirements. The William DeBruhl WTP is currently approved to use Polyaluminum Chloride as a coagulant, and Sodium Hydroxide to balance pH. These chemicals are also used in the pretreatment of raw water, and must be domestically sourced, NSF 60 certified, and require a certificate of origin to allow traceability in case of a problem. Anionic and Cationic Polymers are also considered as possible additives in this system and are approved in North Carolina and the City of Asheville under the same terms listed above. Every chemical load, tote, or barrel must include a certificate of analysis and safety data sheet specific to that product. Certificates of analysis should provide the specific gravity of the chemical, chemical components by percentage, batch number, date of manufacturer, expiration dates, and other information as relevant. The Safety Data Sheets must be specific to the chemical and provide all handling and use recommendations, as well as health and safety information for that product. All equipment and components that are used as part of this treatment system must meet all ANSI/NSF 61 standards. The William DeBruhl WTP maintains a wastewater treatment system composed of two lagoons, which are operated in sequence to remove solids from the plants filter backwash process. This system is limited in capacity and requires cleaning and the removal of backwash solids on an annual basis or more often depending on raw water conditions, and production demand. The turbidity reduction system creates increased volumes of waste solids that must be removed to maintain the integrity of this treatment system and to meet the requirements of the William DeBruhl WTP NPDES permit.
