Site work and paving for a sidewalk / parking lot in West Nyack, New York. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The scope of work for the project may include the removal, disposal and replacement of curbs and sidewalks on the following: Base Bid - Third Avenue - between Franklin and N. Broadway- south side Alternate 1 - Marion Street- between First Avenue and Third Avenue - both sides Alternate 2- -Jefferson Avenue- between N Broadway and Franklin Street -east side Alternative 3 - First Avenue- between Franklin Street and N Broadway - north side Alternate -4 Franklin Street - between First Street and High Avenue- east side. The limits will be marked in the field. The scope of work for the Base Bid, Third Avenue, items for this project includes the construction of approximately 160 SY of concrete sidewalk, 5 inch thick, 400 LF of 6" X 8" X 20" concrete vertical curb, 64 SF of embedded detectable warning surfaces for handicapped ramps, 55 SY concrete apron, 6 inch thick, sidewalk drains, driveway repairs, and other associated work as shown on the plans for a complete, in place project. Traffic control will be performed by Village staff. All bids must meet the requirements of the General Municipal Law of the State of New York and all other applicable federal, state and local statutes. This project may be federally funded in whole or in part by the U.S. H.U.D. Community Development Block Grants Program (CDBG) funds. Strict compliance with all Federal Labor Standards is mandatory. Minority and Women Owned Businesses are encouraged to submit bids. The successful bidder will be required to comply with all pertinent federal regulations. The Rockland County Office of Community Development is available to explain regulations and to instruct contractors in the preparation of the required federal forms. The lowest qualified bidder meeting the requirements of the Contract Documents will be awarded the bid. Statement of Non-Collusion. Bidders on the Contract are required to execute non-collusion bidding certificates pursuant to Section 103d of the General Municipal Law of the State of New York. Attention of bidders is particularly called to the requirement as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facilities, Section 109 and Executive Order 11246. The requirements for Bidders and Contractors under this order, which concerns nondiscrimination in employment, are explained in the Contract Documents. Bidders are also required to comply with the provisions of Section 291-299 of the Executive Law of the State of New York. Please take further Notice that The Village Board reserves the right to accept or reject any or all portions of the proposal, and to re-advertise for same, should the best interest of the Village. The Village also reserves the right to reject any proposal that is informal, or waive any informality in the bidding document. No bidder may withdraw a bid within 30 days after the actual date of the opening thereof. Under this item, the Contractor shall provide necessary bonds, insurance, and pre-financing and shall set up his necessary general plant, including shops, storage areas, office, equipment and such sanitary and other facilities as are required by local or state law or regulation. Under this item the Contractor shall remove existing curbing, dispose of and replace with new concrete curbing at the locations shown on the plans or where directed. The curb face shall vary in height in order to meet existing grades or be adjusted so as not to create drainage problems. All as directed by the Engineer. Concrete curbing shall be 4000 psi, cast in place and shall be removed and replaced prior to pouring of new concrete sidewalks. Curb and sidewalk may be poured monolithically when constructing the handicapped ramps. Under these items the contractor shall place 4-inch-thick, new subbase type 4 and construct 5" or 6" thick class "A", 4000 psi minimum, concrete sidewalk or concrete driveway apron with 6x6 x 6 WWF reinforcement and approved materials at locations indicated on the plans in accordance with Section 608 - Sidewalks, Driveways and Bicycle Path ofNew York State Department of Transportation Standard Specifications. The width ofthe sidewalks and aprons varies as indicated on the plans. Any existing concrete walks and steps adjacent to the concrete sidewalks that are disturbed during construction will be restored as a part ofthis item. Some minor trimming of vegetation may be necessary to facilitate this work. Sawcutting shall be included in the cost ofthis item. Under this item the contractor shall repair all drives and parking area pavement disturbed by the removal and replacement ofthe concrete aprons or concrete sidewalks in locations as shown on the plans and in accordance with Section 402 Hot Mix Asphalt (HMA) Pavements ofNew York State Department of Transportation Standard Specifications. Under this item the Contractors shall repair all bituminous driveway or bituminous concrete walk disturbed during construction according to N.Y.S.D.O.T. standards. The material shall be Top Course, F6, 2 inch thick, minimum. The work shall consist of the sawcutting ofthe existing road pavement, driveway pavement and concrete sidewalk as necessary at the project limits to facilitate the construction of new concrete sidewalks, driveway aprons and concrete curbs. This work shall consist of furnishing and placing topsoil, seed and fertilizer in conformance with the lines, grades and thickness shown in the contract documents or as designated by the Engineer in accordance with Section 610 ofthe NYSDOT Standard Specification. The work shall also consist of preparing ground surfaces for seeding; furnishing and installing fertilizer, seed, mulch, and mulch anchorage on areas indicated in the contract documents or where directed by the Engineer. The scope of work for this contract consists of the removal and disposal of existing curbs, sidewalks and driveway aprons, and the construction of new concrete vertical curbs, concrete sidewalk, 5" thick, handicap ramp with embedded detectible warning fields, concrete driveway aprons, 6" thick, repair of bituminous driveway pavements, resetting concrete or brick pavers as needed to accommodate new curbs and sidewalks, sawcut concrete and sawcut pavement at the project limits, resetting signs on new poles, and all incidental work for a complete, in place project. The curb reveal of the proposed concrete curbs shall be 6 inches where possible. The curb reveal will vary to meet existing conditions. This will be determined in the field when curb forms are set. Included in the scope of work shall be the protection of, or minor trimming of, the existing vegetation as may be needed to facilitate access to the work, and resetting of valves as needed to meet the new sidewalk grades. Included in the price submitted shall be excavation, sawcutting, disposal ofthe removed or excavated materials needed to construct the new curbs, sidewalks, and driveway aprons to the proper grade.
