A two-phase design/build general construction Single Award Task Order Contract (SATOC) will be awarded in support of the Sustainment, Restoration, and Modernization (SRM) program at the Military Ocean Terminal at Sunny Point (MOTSU) in North Carolina. This is a competitive 8(a) set-aside acquisition structured as an Indefinite Delivery, Indefinite Quantity (IDIQ) contract under FAR 36.303. The Government will evaluate Phase 1 performance capability proposals and select up to five of the highest-rated offerors to proceed to Phase 2. The evaluation will follow a Best Value - Tradeoff process. The contract has a total capacity of $50,000,000 over a base period of one year with four one-year option periods. Task orders issued under this contract will range in value from $150,000 to $4,000,000 and will be awarded on a firm-fixed-price basis. The North American Industry Classification System (NAICS) code for this procurement is 236220. The scope includes design-build and general construction services to support MOTSU's infrastructure and facilities. Each task order will specify its own performance period and requirements. The contract requires electronic proposal submission via the PIEE website and prohibits hand-carried or emailed proposals.
