The Contractor shall furnish all the necessary labor, materials, equipment, tools, and supplies that are necessary to stabilize the subgrade with cement as shown on the plans and/or called for in the specifications or its addenda. The Contractor shall stabilize the subgrade by uniformly mixing soil, Portland cement and water. The contractor shall spread, shape and compact the cement stabilized subgrade.
