Sealed Bids for the above named Contract, which comprises the construction of improvements to the water treatment plant. The work generally consists of approximately 4,000 utility test pits, trenchless replacement of approximately 500 lead or galvanized steel lines for residences within the City of New Brunswick from the water main to the water meter in the home and related work. The project is funded through the SRF program. The total dollar amount of the construction project will not exceed the funds available. The number of water service lines will be adjusted based on the accepted unit price bid to stay within budget. Work will generally include coordination with the homeowner, verification of water service line material inside the home and at the curb stop, excavation, removal or abandonment of existing service line, installation of copper service line, curb stop and box, ball valves, testing, flushing, backfill, soil erosion and sediment control, traffic control, housekeeping, full restoration to existing conditions including landscaping, sidewalks, curbs, paving, striping, data management and other tasks to complete the work. Work may require dewatering and trench shoring. The work shall be completed within 548 calendar days (18 months) of the Contractor's receipt of written Notice to Proceed. No bid will be received unless in writing on the forms furnished, and unless accompanied by bid security in the form of a bid bond, cashier's check, or a certified check made payable to the City of New Brunswick in an amount equal to 10% of the amount of the total bid, but not exceeding $20,000. No bids will be received after the time and date specified. The Owner shall award the Contract or reject all bids within 60 days of bid opening, except that the bids of any bidders who consent thereto may, at the request of the Owner, be held for consideration for such longer period as may be agreed. Bid documents cannot be obtained at the New Brunswick City Hall or at Mott MacDonald's office. The printing cost and electronic documents cost is not refundable. The project sponsor has identified that the SED utilization goal for this project is: New Brunswick Water Works requirements provide that contracts totaling seven percent (7%) of the eligible project cost submitted to the Department and the Trust for Financial assistance shall be awarded on a contract or subcontract basis to a qualified MBE and three percent (3%) shall be awarded to a WBE. Both shall be SED individuals. The SED goal of ten percent (10%) is met.
