Reference Number 0000296088 The Museum is seeking Proposals from potential firms who have managerial, technical and fabrication experience in designing and fabricating a temporary exhibition called "Arctic" in Ottawa, Ontario, Canada. This is a one-step two-envelope submission process (Technical and Financial) to select the highest ranked Proponent who may then be invited to negotiate or to enter into a Contract with the Museum. The selected Proponent will be required to provide the necessary services for the development of design, prototyping, fabrication, and delivery of the experience components for Arctic based on the interpretive framework and other approach documents created by CWM and as set out in Section 3 - Scope of Work and Deliverables. Official bid documents must be obtained from www.merx.com and bid submissions must be done through the Merx platform. Question Deadline 07/21/2025 at 11:59 PM ET SCOPE OF WORK AND DELIVERABLES 3.1. Methodology and deliverables The CWM requires the services of a Contractor capable of providing design development services, exhibit fabrication and installation services for the Arctic experience. Project phases: The work will include the following phases: Concept Phase, Comprehensive Design, Final Design, Fabrication, Installation, and Close-Out. Specific deliverables for each phase of the project are outlined in section Activities and Deliverables below. Available inventory: CWM will provide the Contractor with an available inventory list that they will be able to source from to realize part of the design. Available inventory may include display cases, seating (benches, stools), and lighting equipment. Reusing existing exhibitry is encouraged to support the CWM sustainability and greenhouse gas emission goals. Desired Results: - - - - - Delivery of the experience within the identified schedule. Optimal choice of experience construction methodology and materials. Efficient progression from design drawings to shop drawings. Effective problem-solving early in the design process. Cost control within the defined budget. Modifications to Work: The CWM reserves the right, for budgetary or other reasons, to modify or remove certain exhibit components from the Contractor's scope of work should the need arise during the Contractor's work. 3.2. Activities and Deliverables 3.2.1. Project kick-off This phase will enable the Contractor to meet with the CWM team and start discussions around project coordination and requirements. The CWM team will answer questions from the Contractor regarding scope, requirements, available standards, plans and additional documentation. The CWM Team will share insights and information regarding audiences at CWM. For this project, CWM has developed an interpretive brief and will provide other interpretive and content development documents as available. This will include an interpretive approach, experience overview, preliminary object list, and storyline. Other guiding documents will be provided as they become available. The Contractor will be required to integrate these approaches and requirements into the exhibition development. 3.2.2. Phase 1: Concept Design The Contractor will develop a Design Concept which will provide a strong scenographic vision for the exhibition based on the interpretive frameworks and experience objectives developed by CWM Deliverables: _ Design concept and scenographic vision that introduces the intended design look and feel, and provides the physical structure of the experience. Package includes, but is not limited to: o Scenographic mood boards showing images for inspiration and colour palette intentions. o Conceptual floor plan proposals showing themes, circulation and description of each zone o Volumetric analysis evaluating amount of content with respect to available space to validate content or indicate need for cuts. o Statement of accessibility approach. o Plan showing integrated audio-visual elements and interactives. o Conceptual development and treatment of all media. o Graphic intentions Scenographic intentions for AV and multimedia (Defines the design intent of multimedia elements that support scenography) o Lighting concept o Samples/images to demonstrate proof of concept for any unique effects proposed. o Presentation design slides and samples for Concept Presentation. _ Proposals for immersive, multimedia and scenographic experiences based on intention documents provided by CWM. _ Class D estimate 3.2.3. Phase 2: Comprehensive Design The approved Design Concept will be developed into a Comprehensive Design. This phase identifies all the deliverables required to execute the design. Deliverables: The Preliminary Design will include, but is not limited to, the following information: _ Updated floorplans showing integration of all 3D elements (walls, showcases, artifacts, furniture, media), and accessibility analysis as well as medial digital and interactive integration _ Floor plan for egress evaluation _ 3D renderings and/or several key perspectives, at least one per zone. _ Full schematic elevations or perspectives that reflect results of Artifact Workshops (artifact integration), and integration of audiovisual, digital media and mechanical interactive indicating accessibility integration _ Proposed colour palette for all finishes _ Preliminary construction plans. (walls, paint, electrical and av positioning, etc). Rough cuts of all scenographic media elements. _ List of archival images and footage for review. _ List of suggested equipment for media elements, in collaboration with EMT. _ Graphic design proposal, including: o Style board(s) and inspiration images; o Proposal for typography; o Image treatment; o Graphic proposal for different levels of text, including size/weight of typefaces; o Sample text panels for all panel types; o Paper mockups at 100%. _ Accessibility analysis of all elements. _ Lighting concept (to be approved by Museum's exhibition team) _ Preliminary lighting design (preliminary plan, examples, models and/or renderings, type B budget). _ List of recommended equipment for lighting. As much as possible, lighting should draw from the CWM inventory. _ Class C estimate in collaboration with the Exhibition Project Manager _ PowerPoint Design Slides and relevant samples for Preliminary Design Presentation. Statement of Work - Arctic- Design-Build contract _ Preliminary scripts or storyboards for multimedia/interactives, participatory experiences, or other experiential elements. _ Updated schedule. 3.2.4. Phase 3: Final Design and Specifications Working from an approved Preliminary Design, the Contractor will finalize all design details. The contractor is responsible for developing all necessary plans and specifications required for the fabrication of the exhibition to meet the performance requirements within the allocated budget. The contractor will undertake testing and value-engineering exercises to ensure the fabrication budget amount is not exceeded. During this phase, it is also expected that the Contractor will begin shop drawings. Deliverables: The Final Design package includes, but is not limited to: _ Dimensioned floor plans showing all exhibit elements _ Final dimensioned floor and ceiling plans showing temporary walls and finishes, power and data outlet locations, and base building requirements. o These plans are required for gallery construction by a general contractor and need to be provided in bilingual format (English and French). _ Dimensioned elevations of all exhibitry specifying the size and location of furniture (graphic panels and surfaces, seating, etc.) required to support and display the exhibit elements (graphics, artifacts, props, interactives, etc.). _ Final detailed design drawings or shop drawings for all components to be manufactured. _ Detailed specifications identifying finishes, textures and substrates that are to be used in the construction and fabrication of the exhibition. _ Specifications for graphic elements to be produced, including sizing, method of printing and required substrates. _ Plan identifying audio-visual equipment and its location and wiring diagrams for data and power cords based on the gallery's electric configuration. _ Detailed audio-visual equipment manifest (ensuring compatibility with CWM system). _ Final text placement in English, French and third Inuit language. _ Class B estimate for the exhibit fabrication and graphic production. _ Final graphic files (PDF) for proofreading (plan for a minimum of 2 proofreading rounds). _ Final graphic design for multimedia and AV elements _ Detailed lighting plan. _ List of required lighting equipment from Museum inventory _ Detailed proposals for any interactive elements being proposed. _ Prototypes of experience elements, where applicable. _ Maintenance review schedule and procedures. _ Dimensioned plans and diagrams for artifact placement including plinths and supports. _ Dimensioned drawings for artifact mounts including colour and finishes _ List of required items from Museum's exhibitry inventory (cases, stanchions, seating, etc.) _ Final versions of media files for reviews and approvals prior to export. Format for files: _ Drawings sent to the Museum as PDF for review, and approval. _ Complete final design package (digital files) to be sent in PDF, AI, DWG/DXF; working drawing f iles to be sent for archiving and adjustment in future as required. 3.2.5. Phase 4: Fabrication The Contractor shall fabricate the agreed-upon exhibits and exhibit fixtures, in accordance with the Shop Drawings and other instructions resulting from Final Design and Documentation, and compliant to legislated requirements (ESA, Building Codes, including requirements for seismic restraints) and to CWM standards and guidelines. The Contractor shall _ Supervise the production and fabrication of the exhibitry, ensure quality control throughout the production process. _ Facilitate fabrication meetings with the Museum team as required. _ Source and procure all necessary elements. _ Provide solutions to quality control issues. Deliverables: _ Final design package and specifications for fabrication and multimedia integration. _ Document fabrication conformity or non-conformity (changes, deviations, etc.) with the final design and specifications, and inform the CWM team throughout the phase. _ Detailed installation schedule. _ Final files for multimedia experiences 3.2.6. Phase 5: Installation The Contractor is responsible for delivering the exhibit and exhibit fixtures to the CWM and installing them in the McCrae gallery at CWM. This must be done in accordance with the final Design requirements and following the procedures set forth by the CWM. The Contractor will also work with the CWM's EMT team for the installation of multimedia elements. The Contractor is responsible for providing their own equipment and tools, including lifts and ladders required for the Exhibit installation at CWM. The Contractor shall ensure quality control throughout the entire installation. Upon completion of installation, the CWM will review the final product, and the CWM and Contractor will agree upon a list of deficiencies, if any, to be addressed prior to final acceptance. The Contractor will address these deficiencies in a timely fashion. The Contractor shall warrant all equipment supplied against defects in manufacturing and installation for a period of twelve (12) months after final acceptance of the Work by the Museum's Project Authority, or for any other longer period stated in the technical specifications. A maintenance review schedule and procedures should be developed in the Specifications phase. Deliverables: _ All exhibit components are installed as per approved design _ List of deficiencies to be corrected 3.2.7. Phase 6: Close-Out Deliverables: The Contractor will provide the CWM with full documentation (all final graphic and scenographic final f iles, and production files with updated specifications) as well as all documentation regarding maintenance and renewal for the exhibition area, including sourcing information, fabrication, installation and any other information required for proper lifecycle maintenance. This documentation will be delivered with the other exhibition documentation within 30 days of the exhibition opening, prior to final payment. Deliverables: _ Final graphic production files (if any changes from phase 4) _ Final printing specifications and dimensions _ Final cuts of media files _ Final fabrication drawings _ Final fabrication specifications _ Final lighting design _ Updated list of installed lighting equipment, including quantities from Museum inventory 4. ROLE AND RESPONSIBILITIES 4.1. CWM Exhibition Team The CWM project team ("CWM team") for this Exhibit is made up of an Exhibition Project Manager, Historians, Creative Development Specialist, Multimedia Producer, and Collections Specialist. As required during the project, other staff members representing, Scenography, EMT (Exhibitions Multimedia and Technologies), Learning, Facilities Management, Visitor Services, Security, Technical Services, Public Affairs, Marketing and others, may join the team or participate in meetings. The CWM team will work collaboratively with the Contractor, advocate on behalf of the audience and review and comment on the work of the Contractor. The Exhibition Project Manager manages the relationship between the Contractor and the CWM team and ensures that the work corresponds to the project requirements and agreed work plan. The Exhibitions Project Manager also provides all direction from the CWM team to the Contractor, receives all deliverables from the Contractor, and secures all necessary approvals. 4.2. The Contractor The Contractor will be responsible for developing and implementing the complete experience, and design of the exhibition (exhibitry, interactives, graphic elements, audiovisual, lighting, etc.), in close collaboration with the CWM team and as defined in the scope of work, within the budget and timelines identified in this document.
