Bids are hereby being solicited as A single lump sum contract. It is the intent of the owner to solicite Bids for this project as a complete package. Bids for individual components will not be accepted. It is the intent of the Owner to award a single contract to the lowest, best, responsive, responsible Bidder provided the Bid has been submitted in accordance with the requirements of the Bidding Documents, is judged to be reasonable, and does not exceed the funds available. Bid security in the form of a Bid Bond executed by the Bidder and a Surety company licensed to do business in the State of Tennessee, or certified check made payable to the Owner in an amount equal to 5% of the bid will be required. No bidder may withdraw his bid within 30 days after the actual date of the opening thereof. Bid security will be returned to all bidders upon award of the Contract or rejection of the bids.
