As of September 12, 2025, bids received were rejected as they were over the budget. Project will rebid but no definite date yet. Work includes exterior rehabilitation of existing 1,000,000 gallon welded steel with concrete pillar/column base composite elevated water storage tank including full containment; low pressure water cleaning of exterior steel portion of the tank to remove mold and mildew; sandblast cleaning and painting exterior steel portion of the tank; apply exterior logo / lettering on exterior steel portion of the tank; removal and proper disposal of waste; removal and replacement of existing interior mud valve on tank drain pipe with freeze proof drain valve; cleaning debris from behind existing overflow pipe outlet screen; replacement of existing interior light bulbs in the dry access tube with LED light bulbs; relocation of existing coax cables attached to interior ladders and attach to new interior ladder standoff supports to comply with OSHA and AWWA standards; protect all existing cables, antennas, and aviation light on the top of the tank with all antennas and aviation light remaining in service at all times; provide any/all new standoff supports for existing antennas (if required) and any/all necessary coordination with telecommunication companies (if required); reinstall existing potable submersible water storage tank hydrodynamic mixing system (to be provided by the City) including existing electrical and control system connections and all appurtenances; tank disinfection; all appurtenances and minor details necessary to make the completed improvements operational with the project specifications. The Owner requires the Project to be completed in 150 calendar days from the Construction Start Date as stipulated in the Notice to Proceed. Work to be completed in Fall 2025 with work being completed after Labor Day (September 1, 2025) or in Spring 2026 by Memorial Day (May 25, 2026). Notice to Proceed will be issued accordingly based on work being completed in Fall 2025 or Spring 2026. Bidders will be required to provide Bid security of a sum no less than 5 percent of the Bid Sum. The bid security shall be either certified check, cashier's check, bank money order or bid bond issued by surety licensed to conduct business in the State of Illinois. Hereinafter this bid security shall be referred to as the bid bond. Submit one copy of your Bid on the Bid Form provided. Bidders may supplement this form as appropriate. Your Bid submittal will be required to be under a condition of irrevocability for a period of Ninety (90) days after submission. Successful bidders shall be required to observe Illinois Public Act 77-1552 and the Illinois Department of Human Rights and Illinois Human Rights Commission Rules pertaining to Equal Employment Opportunity as provided for in paragraphs 2-101, et seq., Article II, Chapter 68, of the Illinois Revised Statutes; and comply with paragraph 271 of Chapter 48 of the Illinois Revised Statutes concerning the employment of citizens of the State of Illinois; and comply with Chapter 48, Sections 39s-1 through 39s12, of the Illinois Revised Statutes, as amended, known as the Prevailing Wage Determination, as issued by the Illinois Department of Labor. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. The Owner requires the Project to be substantially complete by 150 consecutive days from the Construction Start Date as stipulated in the Notice to Proceed. Work to be completed in Fall 2025 with work being completed after Labor Day (September 1, 2025) or in Spring 2026 by Memorial Day (May 25, 2026). Notice to Proceed will be issued accordingly based on work being completed in Fall 2025 or Spring 2026. Should the Contractor fail to complete the Work within such time, contractor agrees to pay and will apply to the Owner for each and every day of such delay in completion of the Work beyond the Contract Time the sum of Five Hundred Dollars ($500) per day for Work not completed by the substantial completion date as liquidated damages.
