The Pennsylvania Game Commission, Northcentral Region, requires the services of a contractor to clear approximately 174 acres of land to create new herbaceous openings on State Game Land 044 in ELK County. The contractor is required to provide the equipment, labor, insurance, and all miscellaneous expenses to complete the operation. Bids must be received by the purchasing agency on the Solicitation Due Date no later than the Solicitation Due Time as set forth in the solicitation. Any conflict between the dates and/or times contained in the solicitation itself or its attachments and this advertisement shall be resolved in favor of the solicitation. Questions regarding the bidding or contracting procedures should be directed to Contracts and Procurement at 717-787-6594. The project area consists of Three distinct areas totaling 172 acres. The perimeter of each herbaceous opening (HO) block and reserve islands are flagged heavily with orange flagging. The entire site is reclaimed surface mining. Black Locust, Fire Cherry, Black Birch, invasive shrubs, and evergreens make up the standing material to be mulched. The topography of the land is relatively steep with some flat areas and the ground is rather bumpy. Stems are mostly trees that vary in height from 5' tall up to 20' tall and are anywhere between 1"- 8" in diameter with some small edge areas containing stems 12- 14'' diameter. Erosion and Sedimentation control devices will be constructed as needed by the contractor to prevent soil erosion from the site. Follow Agricultural E&S Best Management Practices. Do not damage standing timber outside of the flagged project site. Upon completion of the clearing, the Agency Designee must approve the condition of each site. The contractor must contact the Agency Designee a minimum of 72 hours in advance for an evaluation of site clearing conditions. The decision of the Agency Designee will be final. All work must be completed by the termination date: October 30th , 2025. No contract extensions will be approved. A minimum of two 200 hp mulching machines is required to be on site. The contractor agrees to comply with all attachments. The Contractor shall be responsible for any damage to Commonwealth property resulting from the improper use of equipment for this habitat project. The Contractor will be given one (1) written warning that damage is becoming excessive and if the action continues damages will be assessed. The Commission reserves the right to reject any and all bids and to choose the bid that, in its sole opinion, best meets the needs of this project.
