SUMMARY DESCRIPTION OF SERVICES Societe quebecoise des infrastructures (hereinafter the "Company") is issuing a public call for tenders for technical services for the emptying and cleaning of storm and sanitary drainage systems for various buildings in the Outaouais region. IMPORTANT NOTICES Attention: The Company has revised its contractual documents to comply with the amendments to the Regulation respecting certain service contracts of public bodies, which came into force on 20 March 2025. We invite you to read all the contractual documentation carefully to take note of the changes made. Recommendation to submit bids electronically The Company has undertaken initiatives for its digital transformation and therefore strongly recommends that bidders submit their bids electronically via the SEAO. Authorization to contract/Revenu Quebec certification It is strongly suggested that tenderers apply as soon as possible, in accordance with the requirements of the contract documents, for their Revenu Quebec attestation and, where applicable, their application for authorisation to contract from the Autorite des marches publics, in order to ensure that these requirements are met before the deadline date and time indicated in the Instructions to Tenderers and/or in the Additional Instructions. DURATION OF THE CONTRACT The contract covered by this call for tenders is required for a period of 36 months from its effective date. The probable date of commencement of services is 1 August 2025. TENDER GUARANTEE No bid security is required. Any bidder should note that if it refuses to proceed with its bid, the Company may reject any bid submitted by this bidder to the Company for the next two years. CONDITIONS Only bids that meet the following conditions will be considered: 1- The bidder must have an establishment where it carries out its activities on a permanent basis, clearly identified in its name and accessible during normal business hours in Quebec or in a territory covered by an applicable intergovernmental agreement. 2- Quebec or otherwise Canadian services required The services provided by the successful tenderer must be Quebec or otherwise Canadian services, as defined in the Regulation respecting the definition of certain expressions for the purposes of Division IV of Chapter II of the Act respecting contracting by public bodies (RLRQ, chapter C-65.1, r. 7.01), in accordance with the Additional Instructions. The public opening of tenders will take place on the closing date and time indicated for the receipt of tenders. The only possibility for any person to attend this opening is to view it live on the Internet at the address indicated for this purpose in the Additional Instructions. No subsequent viewing, recording or broadcasting of the video recording of the opening is possible. Tenderers who wish to receive a clarification concerning the call for tenders must communicate in writing to the e-mail address indicated below, taking care to mention the contract number.
