This tender is a public pre-qualified bid open to the successful proponents only. Pre-Qualified Participants of RFPQ-23-2025 Columbus Rd Phase 1 Reconstruction. The intent of the subsequent Tender will be to establish a contract for all labour, materials, equipment & supervision necessary to complete construction of the Re-Construction of Columbus Road. Columbus Road was identified in the plan as a significant east-west arterial roadway, traversing the east to west limits of the Town (7km). A 5km stretch of the road serving the future development area was included in an area roads Environmental Assessment to confirm the needs and alignment of the future expansion of the road from 2-lane rural arterial to 4-lane urban arterial. The Town is currently completing the Detailed Design of the road widening and urbanization. The reconstruction of the first 1.7km phase of the Columbus Road project is critical as it has the potential to support the advancement of 10,000 residential units. In light of Provincial objectives to build more homes, faster, the Ministry of Infrastructure recently awarded the Town a $20 million grant under the Housing-Enabling Core Servicing (HESC) funding stream, for the design and construction of the widening and urbanization of Columbus Road, from Country Lane to Ashburn Road. THE HESC grant is contingent upon construction of the project being completed by no later than March 31, 2028. The works generally include, but are not limited to, the construction of proposed roads and related structures, trunk sanitary sewers, and large diameter watermains.
