Intent to Bid Due Date: Jul 17th 2025, 2:00 PM CDT Phase 1 (68 acres) of the Community Hub establishes the foundational elements of Grand Park and is critical to setting the standard for future phases. The current scope includes Lake Construction & Edge Improvements: A central water feature for recreation, stormwater management, and aesthetics. Trail Network: Hard- and soft-surface trails providing internal circulation and regional connectivity. Grading and Drainage: Site preparation and stormwater infrastructure to support park development. Habitat Restoration: Native plantings and ecological enhancements. Public Amenities: Pavilions, restrooms, trailheads, signage, and parking. Infrastructure: Roadway connections, utilities, lighting, and related civil improvements. Public Art Integration: Initial installations or infrastructure to support future public art. Pre-construction services will be required immediately following award of a contract; this is currently anticipated in September 2025. The City of Frisco is seeking proposals from qualified construction management firms. This Request for Proposal (RFP) is a one-step process. Services to be provided include customary Construction Manager at Risk (CMAR) services, to include pre-construction services, for the Grand Park project located in the City of Frisco. Questions Due Date: Jul 8th 2025, 4:00 PM CDT Questions Online Portal Questions are to be sent via Bonfire or to purchasing@friscotexas.gov A payment and performance bond for 100% of the construction budget will be required within 10 days of contract execution Provide an estimated schedule for construction assuming a January 1, 2026 GMP and notice to proceed. The City reserves the right to reject any The Community Hub is the most developed portion of the park and is being implemented in four phases. Phase 1 includes 68 acres and is currently funded for construction in FY2026 and will include key infrastructure, lake and trail development, ecological enhancements, and public amenities. Future phases are planned for funding in each subsequent fiscal year as part of the City's Capital Improvement Program (CIP) Division 5-Year Plan. The City of Frisco is seeking a Construction Manager at Risk (CMAR) to help deliver Phase 1 through a collaborative, schedule-driven approach that aligns with the City's vision for Grand Park as a legacy investment in open space and quality of life.
