The City of Buffalo, Department of Public Works, Parks & Streets, will be accepting proposals for Municipal Solid Waste Transfer Services for the City of Buffalo. The City of Buffalo is seeking to enter into an agreement for the operation and management of the East Side Transfer Station. This Agreement will also facilitate the receipt, loading, and transporting of non-hazardous municipal solid waste from the City of Buffalo to a permitted solid waste management facility. The City is seeking proposals from qualified contractors capable of operating the ESTS and properly overseeing the annual transfer of approximately 130,000 tons of City of Buffalo non-hazardous municipal solid waste and additional non hazardous municipal solid waste as allowed in New York State (NYS) Part 360 solid waste permit and as approved by the City of Buffalo. Questions regarding the Request for Proposals shall be directed to the City's designee only. Any impermissible contact with any other City officer or employee of the City regarding the Request for Proposals during this procurement period shall result in the rejection of any such Offeror's proposal. Offerors shall communicate in writing only via email to the email address listed in the Request for Proposals. No other communications with the City's designee regarding the Request for Proposals are permitted during the procurement period. The specific site for these services is the East Side Transfer Station (ESTS), located at 793 South Ogden Street, Buffalo, NY 14206. A more detailed description of the services to be provided can be reviewed in Attachment A. All questions, requests for clarification, or additional information must be sent by email to jjacobs@buffalony.gov and must be received no later than 4:00pm July 2, 2025. Questions received from all Offerors will be answered in writing by the City's Designee. No other officers, employees, or representatives of the City are to be contacted regarding this Request for Proposals. The City accepts no responsibility for, and the Offeror agrees not to rely upon, any non-written statements or representations by the City's Designee nor verbal or written statements or representations from any other person, whether or not employed by the City. All questions and answers will be posted to the City of Buffalo website by 4:00pm July 9, 2025. The term of this contract shall be for one 10-year term beginning on or about November 1, 2025 to October 31, 2035, with optional renewal(s) at the specified cost per ton for up to two (2) additional separate and consecutive 5-year periods, at the mutual discretion of both the City and the successful Offeror.
