The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) has a requirement to upgrade wastewater piping at the National Centers for Animal Health in Ames, Iowa. Solicitation 1232SA25R0018 is issued as a Request for Proposals (RFP). The solicitation document, with the incorporated clauses and provisions, is issued in accordance with the Federal Acquisition Regulation (FAR) Parts 13 and 36 and will be incorporated in the awarded firm-fixed price order. Interested vendors should reference the solicitation documents for all terms and conditions. All interested parties are responsible for monitoring this website to ensure they have the most current information (i.e. Amendments) for the solicitation. No paper solicitation will be available. Notice of Set-Aside for Small Business Concerns: This requirement is a Total Small Business Set Aside. The associated NAICS Code is 238220, Plumbing, Heating, and Air-Conditioning Contractors. The small business size standard is $19.0 million. Magnitude of Construction is between $100,000 and $250,000. Period of performance is 180 days after receipt of the Notice to Proceed. Bonds: Bid, Payment, and Performance Bonds are required. All questions regarding this solicitation must be submitted in writing to the Contracting Officer, Josh Dobereiner, via email to josh.dobereiner@usda.gov. Questions must be submitted no later than 3:00 PM CDT on June 18, 2025. A manufacturer certified Applicator shall provide all labor, materials, equipment, incidentals, and quality requirements for concrete for surface preparation, repair or resurfacing, and ultra-high build, Structural Epoxy lining work to the entire interior surfaces of the structures as shown on drawings and specified herein. This Section's intent is to provide minimum requirements of an installation of an ultrahigh build, high strength, structural epoxy system; and the lining of newly installed, existing, and/or defective specified concrete/masonry structures and surfaces exposed to domestic wastewater and/or municipal sanitary sewage by an applied and bonded application of high performance, 100% solids, ultra-high build, structural grade, applied fiber-reinforced-polymer (FRP) epoxy coating/lining system (Structural Epoxy). A. Section includes a spray-applied insulative coating including primer, insulative coating and topcoat for the following applications: 1. Applied to steel penetrating the exterior envelope, from 18 inches outboard of the face of the wall to 18 inches inside the face of metal framing. 2. Applied to the interior of aluminum window frames, on top of exposed framing. 3. Applied to concrete slab edges. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
