USFWS Rice Lake National Wildlife Refuge has a requirement to encapsulate existing mold found in the "Interior - Crawlspace" section of the provided mold inspection report using closed cell spray foam insulation. The application will provide a barrier to oxygen, preventing further mold growth, while also improving the overall energy efficiency of the building. The mold inspection report must be used to determine the specific areas for foam application. QUESTIONS MUST BE EMAILED TO: jeremy_riva@fws.gov by the RFQ closing date and time (see Block 8) Delivery: 08/31/2025 Period of Performance: 07/22/2025 to 08/31/2025 An award will be made to the Contractor whose offer submission documents conform to the requirements as described in this solicitation and who, based on an objective assessment from the Government, offers the best value to include ability to meet scope in statement of work, ability to meet completion date, and past experience. Conformance to Statement of Work is considered more favorable than price. The Government reserves the right to award a contract to other than the lowest priced offer based on best value tradeoffs in accordance with FAR 13.106-2 Evaluation of Quotations or Offers. This is a 100% Total Small Business set-aside, firm-fixed price contract.
