Site work and paving for a sidewalk / parking lot in St Joachim, Ontario. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The Municipality is seeking submissions from qualified bidders to provide all labour, equipment and materials for Rehabilitation of the Parking Lot at the ATRC (Atlas Tube Recreation Centre) located at 447 Renaud Line, Belle River, Ontario N0R 1A0 Question Deadline: Tue Jul 8, 2025 12:00 PM (EDT) Documents can be obtained from https://lakeshore.bidsandtenders.ca/ The Municipality of Lakeshore is a lower tier municipality in southwestern Ontario. The Municipality has a population of approximately 38,000 and is one of the fastest growing municipalities in the region. The Municipality is one of the largest municipalities in Essex County by size with a mix of urban and rural areas. The Municipality is seeking submissions from qualified bidders to provide all labour, equipment and materials for Rehabilitation of the Parking Lot at the ATRC (Atlas Tube Recreation Centre) located at 447 Renaud Line, Belle River, Ontario N0R 1A0. SCOPE OF WORK 1. Asphalt Work _ Mill the existing asphalt pavement to its full depth of 80mm. _ Supply and install 80mm of HL4 surface asphalt in accordance with OPSS 510. 2. Concrete Work _ Remove the existing parking curbs. _ Supply and install a tangent concrete curb as per OPSD 600.010. _ Construct a concrete pad with the following specifications: o Thickness: 150mm (6") o Compacted granular base: 250mm (10") o Reinforcement: 13mm rebar at 300mm on-center spacing 3. Drainage Work _ Install four (4) precast concrete catch basins (2ft x 4ft) in accordance with OPSD 705.010. _ Supply and install a 375mm outlet pipe for drainage. _ Supply and install a cast iron catch basin lid and frame. _ Integrate the catch basin into the curb and gutter system as per OPSD 600.070. 4. Pavement Marking _ Complete pavement markings as specified in the project requirements. Contractor to assemble and review all available information at the existing site. The municipality has included the following files as part of this RFT: a) Schedule A - Project Location Map_1 b) Schedule B - Project Location Map_2 c) Schedule C - Project Location Map_3 CONCRETE MIX/SPECIFICATIONS Concrete shall have a minimum compressive strength of 32 MPa at 28 days with 6-8% air entrainment and a maximum slump of 75 mm. A copy of all load tickets shall be provided to the Division Leader - Public Works, or designate, upon request. Additionally, OPSS 351 & OPSD 310.010, "Concrete Sidewalk", shall apply and govern this work except as amended or extended herein. Please note that tooled joints must be redone after the textured finish has been completed. DISPOSAL OF EXCESS MATERIALS The Municipality of Lakeshore shall have first rights to any excess earth materials or millings from the construction not required for backfill or restoration purposes for which the Contractor shall haul same to any location in the Municipality within 10 km from the job site at his expense. Any excess earth materials not required by the Municipality shall be hauled away and disposed of at the Contractor's expense. The contractor is to provide confirmation of the material disposal location. If material excavated from this site is to be placed on Essex Region Conservation Authority regulated land, a permit issued by the Authority will be required. Costs for said permit(s) are to be included in the unit price for paving operations. DAILY CLEAN-UP Daily grading of trenches and removal of excess materials will be required. Alternatively, if excess materials are to be left on site overnight, they shall be neatly stockpiled, barricaded and protected by reflectorized signs. If dirt or mud is tracked onto the travelled roadway, it shall be removed and the pavement swept and washed forthwith and in no case left overnight. CONTRUCTION AREA All open excavations shall be protected during working hours and shall be completely fenced with Steel Construction Fencing and barricades at all other times. The project area shall be maintained in accordance with applicable safety standards. This is a public facility with moderate traffic and safety measures will be audited daily. ASPHALT MILLING OPSS 510 shall apply and govern except as amended or extended herein. The price quoted per square meter shall include all milling of the existing asphalt to a depth specified. Milling of existing pavement to greater than that specified, if required and as directed, shall be paid on a pro-rated basis. For example, if a certain area requires 75 mm thick milling, the milling will be paid at 1.5 times the area under this item. The surface remaining after milling shall have constant and continuous cross fall matching the intended cross fall of the surface asphalt. This item includes milling of asphalt required for matching existing grades as shown on the plans or in those areas directed by the Municipality. Milled asphalt is to be loaded directly on trucks and legally disposed of off-site at the Contractor's expense. The Contractor will be responsible for dust control within the Contract limits and along access routes as per OPSS 506. Payment for dust control shall be included in the unit price for milling. Payment will be on a square meter (m2) basis for the Unit Price bid for asphalt milling and is to include mobilization, milling, loading (during milling operations) and legal disposal of millings, removal and disposal of all debris from construction, demobilization. Complete. SAWCUTTING EXISTING PAVEMENT, DRIVEWAYS, SIDEWALKS AND CURBS Prior to paving, all irregular edges and pavements that were damaged due to construction operations are to be saw-cut as directed by the Municipality at no additional cost to the Contract. Additionally, full depth saw-cutting must be completed prior to removal of asphalt pavement. Payment for saw-cutting driveway pavements, sidewalks, etc. shall be included in the unit price for paving operations, removals, etc. No separate payment will be made for this work. REMOVAL OF PAVEMENT, SIDEWALK, DRIVEWAYS AND CURBS Payment for removal and disposal of existing roadway and driveway pavement shall be included in the unit price for full depth asphalt removal quoted in the Form of Tender and based on a square meter (m2) basis. Depth of asphalt to be removed is outlined in the Form of Tender. Work shall include full depth saw-cutting prior to removal, removal and legal disposal of asphalt. BASE COURSE ASPHALT, OPSS 310 Placement and compaction of asphaltic materials shall be according to OPSS 310. A current (2025) sealed mix design for the base course asphalt shall be submitted to the Municipality two weeks prior to the start of pavement construction. Base course asphalt shall be placed where full depth asphalt pavement removal is required. The work shall include finish rolling the granular base ahead of the paver prior to placement of the base course asphalt to ensure a compacted, smooth and float-free surface. The surface of which is to be paved must be clean of all debris and standing water prior to placement of the base course asphalt. All existing asphalt and concrete surfaces shall be clean of all loose, broken and foreign materials, and all milled existing pavement shall be swept with a power broom. Tack coat shall be applied to all abutting vertical surfaces and all surfaces of previously laid asphalt as per OPSS 310 and shall be included in this item. Tack coat shall be an asphaltic emulsion SS-1 complying with OPSS 1103 diluted with an equal amount of water. In instances where full depth asphalt removal is required to the granular portion of the existing pavement structure, the placement of new base course asphalt will not be permitted until the existing granular road base is proof rolled and any required remedial work to the granular base is satisfactorily completed. The work for this item shall also include supply and placement of asphalt ramps with a slope of 10:1 around the frames of manholes and catch basins protruding from the base course asphalt, as well as at the limits of paving and accesses. These ramps will be removed and disposed of off the site prior to the placing of the surface course asphalt. SURFACE COURSE ASPHALT, OPSS 310 Placement and compaction of asphaltic materials shall be according to OPSS 310. A current (2025) sealed mix design for the surface course asphalt shall be submitted to the Municipality two weeks prior to the start of pavement construction. The work shall include cleaning the base asphalt of all debris, soil, dust and standing water prior to placement of the surface course asphalt, removal of any temporary asphalt ramps at the limits of paving and accesses as well as around existing catch basins and manholes, and adjustment of existing manholes and valve boxes to finished grade as required. Surface course asphalt will not be permitted until the previous lift of asphalt until a minimum of 4 hours have elapsed following final compaction of the previous lift, and the temperature of the previous lift is 50oC or less. The work for this item shall also include supply and placement of tack coat on all vertical cold edges such as curbs, catch basins, manholes and valve boxes, and on all surfaces of previously laid asphalt as per OPSS 310. Tack coat shall be an asphaltic emulsion SS-1 complying with OPSS 1103 diluted with an equal amount of water. Payment will be based on Tonnes of asphalt placed obtained from weigh tickets and is to include all labour, equipment and material to place the asphalt as specified. This is to include mobilization, adjustment of manholes, valve boxes, catch basins, etc. to finished grade, supply, placement and compaction of asphalt, application of tack coat, removal and legal disposal of temporary asphalt ramps, demobilization and daily cleanup of construction debris. Complete. APPROVED GRANULAR, OPSS 314, 1010 Approved granular material for road base to be Granular 'A' material meeting OPSS 1010 gradation requirements. Millings will not be permitted as granular for roadway purposes. The road base Granular 'A' shall be placed in locations as specified or directed including sub-excavated areas and shoulders. The road base Granular 'A' shall be compacted to 100% Standard Proctor Density at optimum moisture content and shall be placed in lifts not exceeding 150mm in thickness. DAMAGE The attention of all Tenderers is drawn to the fact that it is a requirement of the Contract that the Contractor will be held responsible by the Municipality for all damage to sub-surface or surface utilities, properties, pavements, sidewalks, curbs, buildings, homes or structures adjacent to or in the general area of the work, through settlement of ground, or through any other cause relating to the work carried out under this Contract. Additionally, the Contractor will be required to make good all such damage at his own expense and to the satisfaction of the Municipality. The Contractor is advised that the utility company may wish to repair the damage done to their services with their own forces. The cost of all such repairs shall nevertheless be borne by the Contractor. Award is subject to final approval
