The Department of General Services (DGS), Real Estate Services Division (RESD), Project Management and Development Branch (PMDB) is requesting Statements of Qualifications (SOQ) from Construction Management Services firms, pursuant to Government Code 4525 et. seq. This Request for Qualifications (RFQ) is to establish a master agreement with a qualified firm to be used to support projects within the Communication Tower Program located throughout the State of California. These projects consist of the replacement of existing telecommunications infrastructure at specified sites with new telecommunications towers, radio vaults, and other supporting infrastructure. Towers will be self-supporting, 4-legged metal lattice structures with upper monopoles, safety ladders, platforms and lightning arrestors. Specified sites include: 1. Leviathan Peak, Alpine County 2. Sierra Vista (Phase V), Calaveras County 3. Rattlesnake Peak (Red Mtn), Del Norte County 4. Alder Camp (Red Mtn), Del Norte County 5. Big Lagoon (Red Mtn), Humboldt County 6. Mount Pierce (Phase V), Humboldt County 7. Pratt Mountain (Phase V), Humboldt County 8. Sawtooth, San Bernardino County 9. Chalks Mountain (Phase V), Santa Cruz County 10. Bunchgrass (Phase V), Shasta County 11. Mount Oso (Phase V), Stanislaus County 12. Hoadley Peak, Trinity County The project elements include demolition of replaced structures, utilities, paving and security fencing as site needs dictate. Radio equipment vaults and appurtenant structures will be constructed of concrete and concrete masonry unit construction as appropriate, depending on site accessibility and user requirements. The estimated cost of construction for the project is $90,000,000.00. The estimated duration of this contract is sixty (60) months. The estimated duration of this contract will be 5 (five) years. SCOPE OF SERVICES :The successful firm shall provide professional construction project management (CM) services and additional services as required for the above referenced project.The services shall include, but not be limited to, on-site coordination of the work with the State's Architects/Engineers (AE), general contractor, the State's management and inspection personnel, local inspection authorities, material testing personnel, State's commissioning agent and other parties directly involved with the construction. Contractor shall provide communications (verbal and written) with the State Project Director (RESD-Project Management Development Branch). Contractor shall provide support for construction project design review and evaluation, tower templates and lessons learned log, construction mobilization and supervision, bid evaluation, project scheduling, cost-benefit analysis, claims review and negotiation, and general management and administration of a construction project. Contractor shall be licensed to practice in the State of California (CA), or a general contractor licensed in the State of California, and all work shall be performed under and approved by thlicenses responsible party. Project delivery method is 'design-bid-build' using standard State procedures. The Contractor shall provide part-time construction project management of the Project with a part-time designated Project Manager. The firm selected for this work and all sub-consultants are precluded from participating in any of the construction or other competitively bid contract work on this project. The method of Contractor Selection has not been Determined at this time. PREVAILING WAGES :Pursuant to Labor Code Section 1774, the contractor and any subcontractors, regardless of tier, shall pay not less than the specified prevailing wage rates to all workers employed in the execution of the agreement. Website link the Labor Code Section 1774. Copies of the prevailing rate of per diem wages are on file at the Department of General Services, which shall be made available to all interested parties.
