The purpose of this call for tenders is to award a service contract for the environmental characterization phase II and the update of the phase I EES, of an identified risk area on the shore of East Lake, Bas-Saint-Laurent. The place of performance of the services is located at the following address: 109, rue des peupliers, Mont Carmel (Quebec) and at the premises of the service provider. The contract will start on the date of signature and end on April 17, 2026, for a planned duration of the contract (without option) of 8 months. The Phase I study update and characterization plan must be submitted in draft form to the Minister's representative no later than one month after the contract is signed. The characterization work will begin as soon as possible following the approval of the characterization plan and must be completed by October 30, 2025, at the latest. The preliminary version of the phase II characterization report must be submitted to the Minister's representative no later than 15 weeks after the end of the field investigations. The technical note regarding the rehabilitation scenarios, including the cost assessment, must be submitted to the Minister's representative no later than 17 weeks following the end of the field investigations.
