Leon County Government "County" is accepting proposals from vendors who hold an active Florida Certified Solar Contractor license or a Certified Electrical Contractor license for the design, engineering, and installation of roof mounted photovoltaic (PV) solar arrays on one or more County buildings on a continuing service basis. The County reserves the right to award to one or more vendors as determined to be in the best interest of the County. The original term for the awarded Agreement(s) will be for one (1) year with four (4) 1-year renewal options for services as needed. Leon County's inventory of solar photovoltaic arrays on County facilities continues to expand, with arrays at the East side Branch Library (5.3kW), Sustainable Demonstration Center (60kW), Office of Resource Stewardship (ORS) (19kW), Transfer Station (25kW), Northeast Branch Library (24kW), Fleet Management (51kW), and Apalachee Regional Park (4.5kW). This solicitation seeks state-wide and regionally qualified vendors to install additional arrays on County buildings. County buildings have been examined to identify the most suitable roof conditions. Considerations of roofs with southern orientation, proper slope, material, shading, and age have been prioritized. At a minimum, Leon County seeks to install roof mounted solar arrays on one or more buildings over the term of this potential five (5) year. The primary aim is to maximize the solar energy production capacity and the return on investment through installation of quality material and products on County buildings. Projects are to be turn-key inclusive of design, engineering, permitting, acquisition, installation, and maintenance for one year; including the supply of all labor, equipment, and materials. Of the maximum project budget, twenty percent (20%) will be withheld for a period of one year after completion of the project to ensure satisfactory operation and maintenance has been achieved. A Combination Payment and Performance Bond in the amount of 100% of the individual project cost shall be supplied by the Contractor prior to issuance of the individual project's Notice to Proceed. Payment and Performance Bonds shall provide that, in the event of non-performance on the part of the Contractor the bond can be presented for honor and acceptance at an authorized representative or institution located in Tallahassee, Florida. The County reserves the right to reject any and/or all proposals, in whole or in part, when such rejection is in the best interest of the County. Further, the County reserves the right to withdraw this solicitation at any time prior to final award of contract.
