The City of Rio Grande City ("City") is soliciting qualification statements for professional engineering services to perform such work in the State of Texas for the Rio Grande City Water System Improvements Project - Phase II. This project is to be funded with federal and state funding that will be provided by the Texas Water Development Board (TWDB) under the Drinking Water State Revolving Fund (DWSRF). It is the intention of the City to select the highest-scoring consultant for the Water System Improvements Project - Phase II for the professional engineering services whose qualifications are deemed most advantageous to the City in accordance with the evaluation criteria set forth in this RFQ. The engineering firm's past performance, good standing, and ethical conduct, as described by direct and indirect references, and any performance history with the City will be taken into consideration during the evaluation of the response to this RFQ. The Evaluation Team may request and evaluate additional material, information, and/or references from sources other than those provided by the firm. The contract awarded under this RFQ is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses and adherence to the American Iron and Steel Act and Build America, Buy America (BABA) Act guidance. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps. Attached is a copy of the City of Rio Grande City ("City") Request for Qualifications for professional engineering services for the Water System Improvements Project - Phase II with the Drinking Water State Revolving Fund (DWSRF) Application funded by the Texas Water Development Board (TWDB). The City is applying for such funding to support utility system improvement activities in Rio Grande City, Texas. These services are being funded by the Texas Water Development Board. Accordingly, any contract derived from this solicitation is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps. The Selection Team will collect these questions and respond in writing. Oral explanations or instructions will not be binding. The City reserves the right to negotiate with any, and all, persons or firms submitting statements of qualifications in accordance with the Texas Professional Services Procurement Act, Chapter 2254, TEX. GOV'T CODE ("the Act"). The City of Rio Grande City reserves the right to reject any or all submittals or to waive minor submittal informalities and to select the firm that the City believes is most beneficial to the City. The City also reserves the right to cancel the solicitation without regard to liability to any and/or all offerors. The method of Contractor Selection has not been Determined at this time.
