The City of Turlock (hereinafter referred to as the "City") is requesting proposals for qualified firms to provide Regional Water Quality Control Facility (RWQCF) Reuse and Disposals of Biosolids. In the heart of California's Central Valley, Turlock is the second largest city in Stanislaus County, located 100 miles south of Sacramento. It covers an area of just over 16 square miles and has a population of over 73,000 residents. Turlock operates as a General Law City under a Council/Manager form of government. The Regional Wastewater Quality Control Facility (RWQCF) is a regional facility owned and operated by the City of Turlock. It treats wastewater from Turlock, the Denair Community Service District, Keyes, and accepts up to two million gallons per day (MGD) of primary treated effluent from the City of Ceres. The facility serves a combined population of approximately 91,000 and has a daily average design flow capacity of 20 MGD. The solids handling process includes gravity belt thickening, anaerobic digestion, sludge drying, and the beneficial reuse of finished biosolids through application to agricultural lands. The City of Turlock's Biosolids Use and Disposal Plan outlines the processes for biosolids production and handling, specifically for Class B biosolids (see Attachment A). This plan details the design specifications of the biosolids production unit processes, annual biosolids production rates, monitoring procedures, and the transfer process of finished biosolids to a contracted thirdparty service provider for agricultural application. Additionally, the plan includes the procedures the City follows to ensure compliance with all applicable regulations and standards concerning the production, storage, transfer, and application of Class B biosolids to agricultural land. The amount of biosolids generated at the RWQCF and disposed of via land application ranges from approximately 2,500 to 4,500 dry metric tons annually. If any biosolids produced at the RWQCF do not meet the applicable federal and state Class B biosolids land application requirements, service provider is responsible to transport the biosolids to a landfill for disposal. The City will enter into an agreement with the selected individuals or firms to provide reuse and disposal services for the biosolids. The City also reserves the right to negotiate pricing and contract terms. After reviewing the proposals, City Staff may conduct interviews with the top firms.
