Service-Disabled Veteran-Owned Set Aside: No Minority Owned Sub-Contracting Goal: 0% Women Owned Sub-Contracting Goal: 0% Service-Disabled Veteran-Owned Business Contracting Goal: 0% Disadvantaged Owned Sub-Contracting Goal: 0% This project involves the removal and replacement of the existing asphalt shingle roof while ensuring no damage occurs to the underlying structure or historical architectural elements. The work will include the careful removal of old roofing materials, thorough inspection and necessary repairs to the roof decking, and installation of new moisture barriers, flashing, and asphalt shingles in compliance with local regulations and preservation guidelines. B. Additionally, the project includes exterior painting of the structure, requiring meticulous surface preparation, including removal of failing paint, necessary repairs to siding and trim, and application of appropriate primers and finish coats. All work will adhere to historical preservation best practices to maintain the integrity and character of the building while enhancing durability and aesthetic appeal. _ 11 Hill Street Andover, NY 1. The Contractor shall be responsible for the removal, disposal, and replacement of the existing asphalt shingle roof and the preparation and painting of the building's exterior. All work shall be conducted using appropriate tools, labor, vehicles, equipment, and containers suited to the scope of the project. The contractor shall ensure that the site remains clean, safe, and properly maintained throughout the duration of the project, leaving the structure in a finished condition that meets historical preservation standards and local building regulations. 2. The structure was tested for the presence of asbestos with no asbestos detected. Scope of Work: 1. Successful bidder shall provide the Land Bank with at least twenty-four (24) hours' notice prior to commencing the Work at the Property following approved pre-submittal approval and written authorization to proceed. 2. Successful bidder shall conduct a thorough inspection of the existing roof and building exterior to identify structural concerns, existing conditions, and potential hazards that may affect the roofing and painting process 3. The successful bidder is responsible for obtaining all necessary permits, licenses, and approvals required to perform the scope of work, including compliance with historic preservation regulations and local building codes. 4. The successful bidder shall be responsible for all necessary traffic control and shall take precautions to protect adjacent structures, landscaping, and public access areas. The contractor will be held accountable for any damage to surrounding property. 5. Bid prices shall be all-inclusive, covering labor, materials, disposal, transportation, environmental compliance, permits, and any required testing or mitigation procedures. 6. Successful bidder shall notify relevant parties, including neighbors, about the project schedule, especially if work may cause temporary access restrictions or disruptions. 7. Successful bidder shall obtain necessary permits, including roofing permits, environmental compliance clearances, and historical preservation approvals where applicable. 8. Successful bidder shall mark and protect architectural features and historical elements that require preservation during the roof replacement and painting process. 9. Successful bidder shall ensure all utilities (electric, water, etc.) connected to the building are safely protected from damage during construction, and shall coordinate with certified professionals if utility work is required. 10. Successful bidder shall remove the existing asphalt shingle roof and all associated materials, including flashing, underlayment, and damaged decking. All waste and debris shall be properly disposed of in accordance with local regulations. 11. The successful bidder shall install new roofing materials, including underlayment, flashing, ventilation components, and asphalt shingles, in compliance with industry standards and historic preservation requirements. 12. Successful bidder shall conduct exterior surface preparation and painting, including removing deteriorated coatings, patching damaged areas, applying primer, and finishing with two coats of high-quality paint suitable for historic structures. 6 13. The successful bidder shall leave the site in a clean, safe, and finished condition, ensuring all waste and debris are removed and proper grading is maintained if applicable. 14. The Allegany County Land Bank will pay the successful bidder the full bid price, in one lump sum after project completion and upon being deemed substantially complete by the Land Bank Board of Directors. Payment shall be made according to the Land Bank's established Procurement Policy. 15. The Contractor shall comply with all OSHA regulations, all State and Federal regulations and shall be responsible for the safety and well-being of their employees. Personal Protective Equipment and proper ventilation shall be supplied, along with any other appropriate health and personal protective safety equipment.
