The specifications cover the minimum requirements for the County's need for Road Material Hauling Services. The specifications are not intended to eliminate any potential bidder from bidding; however, they are intended to outline the quality and service desired. If "exception" is the response, an explanation of the exception must be noted in the section provided. Failure to complete any sections may be considered as a non-responsive bidder. LOCATION DIRECTIONS: Please see review Appendix I for a map and directions to the Bell County Courthouse. FAX/EMAIL: Facsimile and electronic mail submissions are not acceptable. LEGIBILITY: Bids must be legible and of a quality that can be reproduced. LATE BID: Bids received after submission deadline will be returned to the bidder as they are considered void and unacceptable. Bell County is not responsible for lateness of mail, courier service, etc. Contract term shall commence on October 1, 2025, and shall continue through September 30, 2026, and may be extended for four (4) additional one-year period(s) if so agreed to by awarded bidder and approved by the Commissioners Court. If the County or awarded bidder should decline any renewal period or after the exhaustion of the entire contract term, the County may request up to an additional sixty (60) days past any contract term to advertise and award a new bid for such items without any pricing adjustments. Event Bid Description: In case of inclement weather or any other unforeseen event causing the County to close for business or delay opening, bids will be received and opened the following business day at the designated time and place stated herein. METHODS: Only sealed bids may be hand delivered or mailed to: Bell County Auditor's Office (located on the 3rd Floor of Bell County Courthouse) Attn: Ammy James 101 East Central Avenue Belton, Texas 76513. One (1) electronic copy (via CD or jump drive), one (1) unbound original bid and one (1) bound copy should be submitted. The bids should be marked "original" or "copy". Electronic copy should be in MS Word or pdf, unencrypted, and non-password protected format. A "complete bid" consists of all the required bid documents with appendices filled out and signed. All copies must have the same attachments as the original. Question Deadline - 07/09/2025 at 2:00 PM CT - Any questions or requests for clarification must be submitted to the Bell County Auditor's Office, in writing, to ammy.james@bell county.texas.gov and tina.adams@bellcounty.texas.gov. Please indicate "Bid 07-26 Questions" in the subject line of your email. There will be no exceptions. All responses to the questions will be sent to all known bidders who have expressed interest in this bid. Unauthorized contact regarding this Invitation to Bid with any Bell County employees or contractors may result in disqualification. Any oral communications will be considered unofficial and non-binding for this bid. All bidders should rely on written statements only. SEALED BIDS: All bids must be returned in a sealed envelope addressed to the Commissioners' Court of Bell County with the bidder's name, address, bid name, number, opening date and time clearly marked on the outside. If an overnight delivery service is used, the bidder's name, address, bid name, number, opening date and time should be clearly marked on the outside of the delivery service envelope. In the event that an item is not available from the top ranked vendor, the County reserves the right to move down the awarded bidder listing to find available product. The County also reserves the right to cancel any bid award should product availability become an issue. : Bell County reserves the right to enforce the performance of this contract in any manner prescribed by law or deemed to be in the best interest of the County in the event of breach or default of this contract. Non-performance of the bidder in terms or specifications shall be a basis for the termination of the contract by the County.
