These facilities rely on properly functioning heating, ventilation, and air conditioning (HVAC) systems to ensure safe, comfortable, and energy-efficient environments for employees, residents, and visitors. As part of the City's commitment to maintaining its infrastructure, the Department of Public Works seeks to establish a contract for the repair, maintenance, and emergency service of HVAC systems across various City-owned properties. The HVAC systems in use include a variety of unit types and configurations, including boilers, chillers, rooftop units, split systems, and air handling units, many of which are in continuous operation and require prompt attention when issues arise. The City of Pontiac is seeking bids from qualified contractors to repair the 50th District Courts HVAC systems. This solicitation aims to secure qualified and responsive contractors with demonstrated experience in diagnosing and repairing HVAC equipment, maintaining compliance with safety and building codes, and providing timely service to support ongoing operations. The selected contractor(s) will play a key role in minimizing service disruptions, extending the life of mechanical equipment, and supporting the City's energy efficiency and facility management goals. The work includes selective demolition, replacement of mechanical and electrical components, and installation of new HVAC infrastructure across all floors of the facility, and the installation of a new Building Management System (BMS) for HVAC control. This is a phased project that will be executed while maintaining full operation of the building. 2. General Requirements _ All work must comply with the 2021 Michigan Building Code, Michigan Mechanical Code, and other applicable federal, state, and local regulations. _ Contractor shall obtain all required permits, coordinate logistics, and adhere to security protocols of an active courthouse environment. _ Dust, noise, and disruption shall be minimized. Construction activities must be staged and coordinated with City staff. _ Work areas must be secured, and the site must be kept clean and free of debris. _ The project includes Level 1 Alterations per the Michigan Rehabilitation Code for Existing Buildings. 3. Major Work Items 3.1 Demolition _ Removal of existing HVAC units, piping, and associated components as shown in the demolition drawings and specifications. _ Salvageable items identified by the owner or architect shall be carefully removed and turned over. _ All lead-containing paint must be handled and disposed of according to applicable regulations. 3.2 Mechanical HVAC Systems _ Installation of new: o RTU units (RTUs) at grade level o Cabinet Heaters and Exhaust Fans o Variable air volume (VAV) systems o Ductwork, diffusers, and grilles o Insulated access panels o Radiant heating systems _ Coordination of pipe and conduit penetrations. _ All HVAC equipment and installation must follow manufacturer recommendations and submittal approvals. 3.3 Electrical _ Installation of new power feeds to HVAC equipment as noted. _ Coordination with mechanical contractor for new connections. 3.4 New BMS & Infrastructure _ Installation & implementation of new mechanical control systems and sequence programming. _ Final integration and commissioning of all control systems. 3.5 Miscellaneous _ Repainting existing structural steel supports for existing RTU at grade. _ Soffit access panels.
